painting
is
an

on
canvas
. The
center
panel

the

are

. The
mural
was
originally
hung
in the
room
38
of the
main
library
, in the
basement
, but was
later
moved
to the
Fine
Arts
Department
.
Coltman
described
Dominance
of the
City
as a "
glorification
of the
genius
of
Cleveland
which
,
contemptuous
of the
obstruction
of the
river
and its
valley
, had
thrown
across
it
these
broad
level
highways
,
making
one
community
out
of
two
, the
mercantile
east
side...linked
up
with the
south-side
foreign
residents.
" As a
tax-supported
institution
, the
Cleveland
Public
Library
was
eligible
to
commission
and
receive
art
works
from the
first
New
Deal
art
program
, the
Public
Works
of
Art
Project
,
which
operated
from
December
1933
to
June
1934
under
the
auspices
of the
United
States
Treasury
Department
. The
purpose
of the
program
,
inspired
in
part
by the
Mexican
government's
subsidized
mural
movement
of the
1920s
, was to
provide
work
relief
for
unemployed
artists
during
the
Great
Depression
and
create
works
of "
American
Scene
"
public
art
for
government
and
public
buildings
.
Cleveland
Public
Library
Director
Linda
Eastman
was the
sister
of
Cleveland
artist
and
art
educator
William
Joseph
Eastman
, a
member
of the
Cleveland
art
project
advisory
committee
. She
believed
that
art
offered
solace
to
library
users
in a
troubled
time
.
Murals
were
installed
in the
main
library
and
34
neighborhood
branch
libraries
.
