SIR :- The Directors of Longview Asylum herewith submit

. their Fifteenth Annual Report.

I t was deemed necessary for the comfort of the inmates, and

the preservation of the property, to make certain improvements

upon tbe buildings and gr~) Unds. These were mostly of a perma­nent

character, and their cost has apparently added to the current

expenses.

During the past year, the patients placed in the Asylum, in

consequence of the destruction of the Central Asylum, have been

removed; but, notwithstanding this apparent relief, tbe Asylum is

too crowded for the proper care and treatment of the patients, and

additional accommodations will have to be provided.

We respectfully call your attention to the act of the General

Assembly, by which this institution is deprived of a portion of the

revenues solemnly pledged by the statute under which Hamilton

county was induced to establish this Asylum, and to express the

hope that the present General Assembly will, in its wisdom aqd

justice, restore to this county that support for its insane to which,

by right and by solemn pledge, she is entitled.

For details concerning the inmates and their treatment, the

receipts and expenditures, we respectfully refer to the accompany­ing

reports of the Superintendent and Steward.

SUPERINTENDENT'S REPORT.

To the Board of Directors of Longview Lunatic Asylum.

GENTLEMEN: The fifteenth annual report, exhibiting the con­dition

and operations of Longview Asylum for the year ending

November I, 1874, is hereby respectfully submitted.

Raving very recently assumed the duties of Superintendent

of the Asylum, by appointment of your Board, a detailed and

extended report from me will not, it is presumed, be expected.

I can only give you the usual tabulated statement made from

the records of my predecessor, Dr. J. T. WebQ, together with such

suggestions and recommendations as have presented themselves to

my : mind during my limited experience in office. ~ .

' The number of patient~ remaining in the Asylum, at the date

of the last report, was 565; during the year 220 were admitted,

2] 0 were discharged, and there remains now, under treatment, 575.

Of those discharged, 56 were State patients, 40 of whom were

transferred to the Athens Lunatic Asylum, and 16 to the Lunatic

Asylum at Dayton.

By referring to the subjoined Table, No. I , it will be seen that

the number of deaths during the year was 38. This number is

numerically less than for several preceding years, and relatively

less, when compared with the greater number of patients treated,

than for any year since the occupancy of the house.

For this light mortality, no reason can be assigned, other than

the general good health that prevailed, and the exemption from

diseases of an endemic or epidemic character.

also for the number, social condition, nativity, form of insanity,

age, occupation, etc., of all those admitted during the year, you

are referred to Tables 1 to 13, inclusive. For receipts, disburse­ments,

etc., yon are r eferred to the report of the Steward.

IMPROVEMENTS AND REPAIRS.

The improvements made during the past year were of a gen­eral

character, consisting mostly of the repairs r equisite in an

institution like this, all of which it is not necessary to enumerate.

Among the more important were the painting of many of the

walls and corridors, and the painting and r efitting of the kitchens

and dau- y. A capacious, cheerful, and well- ventilated sewing- room

was opened and refitted, in which a large number of female patients

was occupied in making and repairing clothing.

Several of the female wards were recently furnished with new

carpets, giving them a pleasant and home- like appearance.

The billiard- tables, which have been in the house for many

y ears, and the covers of which were so much worn as to render

them useless, were newly covered and refurnished.

Two new pianos were purchased- a cycloid and a square- the

former for the cbapel, and the latter for the first female ward.

These instruments are pronounced by competent judges to be of

superior tone and quality.

The old pianos were put in good condition, and placed one in

the first male and the other in the fourth female ward.

A rockwork, with fountain , was commenced in the flower­garden,

which, when completed, will add much to the beauty of the

grounds. This provision of a flow er- garden for the entertainment

of the patients is considered worthy of special mention. A more

useful and judicious expenditure could hardly have been made,

than that of establi shing and maintaining the conservatory and

flower- garden, which, under the supervision of a skillful flori st, has

become one of the most aUractive features of the place.

These improvements your stated meetings have given you

occasion to observe, as have the visits of inspection by your visit­ing

committees given yon an opportunity to learn, the general and

practical workings of the institution.

FARM PRODUCTS.

In consequence of the long- continued drouth the latter portion

of the year, the farm was not as prodnctive as usnal. Owing to

the ravages of the Colorado bug, in addition to the lack of season­able

rains, the crop of potatoes was not one- third the usual amount.

Of many of the garden vegetables, there was an abundant supply

for the house during tbe season; while the crops of hay, oats, and

cabbages were very deficient, for the reason above stated. There

was a fair average amount of corn. Not a- small portion of the

farm labor ~ as performed by patients, thus affording them health­ful

out- door exercise, so generally acknowledged to be b eneficial to

the insane.

For the amount, in detail, of the various farm products, you

are r eferred to the table of the Steward, furnishing p articulars in

regard to these matters.

NEEDED IMPROVEMENTS.

By examination of the tables of' admissions and discharges, it

will be seen that during the year ending November 1, 1874, th ere

were received into Longview Asylum 220 patients from Hamilton

county; within that period, there were discharged 210 patients,

leaving, at the commencement of the year, an excess of 10 over

that of the previous year. Of those discharged, 56 were State

patients, who were transferred to the State Asylums at Athens

and Dayton. Ded ucting the number belonging to the State from

the aggregate discharged, there remains 154, the number of 1) a­tients

discharged belonging to this county. This gives a r atio of

220 to 154, or about three admissions to two discharges. A similar

transfer of State patients can not again occur. And from the

above data, we may reasonably expect an increase of 75 patients

during the coming year, making a total of 650, which is 300

beyond the capacity for whieh the house was originally de­signed.

~ he overcrowded condition of the Asylum, and the necessity

for additional accommodation for the insane of the county, was

urged upon your attention by my predecessor , Dr. J. T. Webb, and

the importance of this consideration seems more pressing at this

time.

In view of the constantly increasing number of admissions

and the present lack of aecommodaLions in the house, it is evident

that the time is not far distant when additional provisions must be

made.

The di scomforts and risks, the inevitable consequences of

crowding asylums for the insane, the irritation caused to patients

by sleeping two or more in rooms designed only for one; the acci­dents

and calamities liable at any time to occur, and which the

strictest care and vigilance can not prevent; the impossibility of

properly classifying; and the impaired efficiency of treatment from

these causes, may all be obviated by an extension of the building.

Such extension could be made without impairing the architect­ural

effect of the building, by erecting wings beyond the north

and south ends of the Asylum.

CHAPEL SERVICES.

Services in the Chnpel consisted entirely of singing. In con_

sideration of the fact that so large a proportion of the patients are

foreign, not speaking a common language, and that there was

among them such a diversity of r eligious creeds, it was thought

best that the Sunday service should consist of sacred music only.

This exercise, led by the officers and attendants, was participated

in by many of. tho patients, and seemed to be appreciated by all

who were able and willing to be gathered into the Chapel for that

purpose. A considerable number of the more trustworthy were

permitted to attend Sabbath- school and religious service in the

various churches in the village.

EXERCISES AND AMUSEMENTS.

It is obvious that man nal labor, especially if it be of a kind to

interest the patient, is the most beneficial exercise that can be

engaged in, furnishing not only physical stimulus so necessary to

the health of both body and mind, but rousing an interest in some­thing

outside of self by the consciousness of being useful. Accord­ingly,

many of the patients were employed where their services

could be made most available; the men on the farm , in the stable,

dairy, kitchen, and [ bakery, or in keeping the grounds in order;

the women, in the laundry and sewing- room, while many of both

sexes were of great assistance in the wards. For those patients

not disposed, or who were unfitted for labor, as exercise, walking

was an unfailing resource, and this class was required, in suitable

weather, to spend several hours daily in the open air.

It is important that the insane should be freed from restraint,

and that they should in reality be free, in this particular, as much

as is consistent with their own safety and the safety of those about

them. To effect this, as far as possible, the males and females were

taken out on alternate half- days to the l) ark, where more freedom

could be allowed, to walk about at will, than in the grounds about

the Asylum. A pleasant resort during the snmmer, and one that

was much cnjoyed by all those able to appreciate it, was the garden

of flowers, of which there was an abundance. The wards were

constantly supplied with cut- flowers, during the season, and plants

were furnished, both winter and summer, which gave an air of

brightness and cheerfulness, so much needed to relieve the monot­ony,

more or less inseparable from life in an Asylum.

The amusements provided were croquet, foot- ball, ten- pins,

billiards, cards, checkers, dominos, etc. The evening entertain­ments

were the usual weekly and semi- weekly dancing parties.

In addition to these, volunteer clubs from the city very kindly

gave the patients several musical entertainments.

There was also an occasional concert by a cornet band.

ACKNOWLEDGMENTS.

In conclusion, I wish to express my high appreciation of the

services of Dr. W. H. DeWitt and Dr. L. Wolfe, whose professional

skill and experience in this specialty have been of great service to

me, and who gave me efficient aid and counsel, at a time when such

assistance was most needed.

Also to the steward, Col. A. M. Robinson, whose strict integ­rity

and sound judgment, in whatever pertains to the various

duties of his office render him eminently fit for that position.

Also, my thanks to Dr. and ll1: rs. DeWitt, for leading the music

in ~ the chapel exercises.

To the supervisorR and attendants, for fidelity in the discharge

of their unpleasant and oftenti mes dangerous duties, and their com­mendable

pride in keeping their wards scrupulously clean and

pleasant, my sincere thanks are due.

The engineer, Mr. Joseph Camnitz, whose experience in the

house began with my own, has shown himself fully adequate to the

duties of his position.

From the employes in general the institution received faithful

service.
