in the estimate of cUrrent expenses, viz. : '

From our personal inspection and examinations from time to time during
the year, we are convinced tbat every department Of this Institution has
been faitlifuIly and economically managed; and that the ' increased requirement
of money over former years has been caused by reason of the continued
advance of provision, material and labor.
It will be observed that our receipts for pay- patients during the past
are largely in excess of any previous year.
4
The improving and ornamenting the grounds have been steadily going
on, and the labor has been mostly performed by the inmates, who enjoy it
as a recreation, and are improved in health thereby.
Each year's ob ervation convinces us of th~ necessity of having more
land for agricultural and horticultural purposes; and we would again call
attention to this want, with the hope that it may not be overlooked by
the next Legisiature.
We feel fully justified in al'lsuring you that the administration of the
affairs of Longview Asylum are managed with considerate care and in
business like manner; that all of the unfortunate inmates who are placed
within its walls are the recipients of kind intelligent treatment, and their
wants carefully attended to in every way. The officers and employees
who have charge of the various departments of the , institution are, we
believe, competent, and endeavoring to conscientiou ly discharge their
responsible and laborious dutie .
The term of ( ix years) for which our much esteemed and efficient superintendent,
Dr. O. M. Langdon ( wa originally elected), having expired,
we were unanimou ly of opinion that the best intere ts of this A ylum, as
well a the cau e 0 humanity, would be greatly promoted by securing
his continuance of its mallagement, and we accordingly re- elected him
Superintendent for another term of six year .

The general health of the Asylum ha been very good. There has been
nothing here at ' any time looking like the approach of ~ n epidemic of any
kind, yet the mortality of this year,' compared with the last, is increased
by foUl'. This is partly owing to there being a larger number of inmates,
so that tbe percentage of death is reany little more than before. By look ·
. ing at table No. 2, you will see that IDO t of all who died were affected
with diseases almost necessarily fatal. Insanity is often but an expression
or result of a bad physical condition, and wheu one so afflicted is attacked
by any severe acute malady, he is, from the fact stated a well 88 from the
difficulty of . pr: operly restraining him, much more apt to die than one differently
situated.
By comparing the report of this - year - with the last, you will lind we
have had an increase of the whole number treated of thirty- three. It was
. the opinion- of mapy' of the b. e. st and wisest medical men, that a a consequence
of the excitement and ca. lamities incident to a state of war, there
would be a great increase in the number of in ane, but happily such opinion
has-- not- beeu verified. : V~ y fe cases coming unde our care could
~

be attributed to ~ uch cause. On the contrary, indeed, it is the almost
uniform testimony of physicians in general practice, that during all the
four year of onr dreadful conflict, diseases of the nervous system were
less prevalent than before. By others it was believed that when the
war should end, and the sustaining excitement attending it had passed
away, people would reflect more profoundly upon the calamities that had
fallen upon the nation, and more especially upon themselves in the loss of
relatives, friends and property, and that then there would come more of
grief, despondency, insanity. Thls, however, so far as we can perceive,
is not being jnstified by the facts. That some have been made insane by
the distresses and accidents of war is undoubtedly true, but the increase
in the number of onr inmates is owing, in the main, to the operation of
more common canses. Prominent among these common cau es, I feel it
a dnty to refer, in an especial manner, to the matter of the intemperate
use of alcoholic stimnlants. To one in health they are never beneficial,
and are almost always pernicious in their effects upon both body and mind.
Of 1,181 patients received here, 145 were insane from this cause alone.
This bad iufluence of a bad babit was' particuiarly manifest during, and
more immediately snb equent to the rebellion, and gives additional confirmation
to what has been observed in the bistory of all civilized nations,
namely, that when any great calamity, whether of war, famine, pe tilence,
or monetary crisi , fall npon a people, they in large numbers take either
to praying or drinking.
: As one having a right to speak somewhat authoritn, tively npon this subject,
I would advise that the State erect and snstain an asylum or house
for the inebriate, where he may be committed and restrained by due pro ·
cess of law; or at least that our Legislature do something by which
private enterprise and capital might be encouraged to operate in this
I direction.
While upon the subject of legislation, I have to remark that I regard
tbe pre ent practice of serving legal process directly upon the insane as
being, if not decidedly absurd, certainly in many instances as highly injurious.
The insane, while they do not nnderstand, are almost always
greatly excited by such proceeding.
It seems to me that the law should be so altered as that process should
be served upon the Superintendent of asylums, and that they bave power
to employ legal counsel, if deemed necessary. to the protection of the
rights of the persons or property of those under their care.
Since the opening of Longview, we have received in all 1,181 patients.
I ' Of these 805 have been discharged cured, improved, or dead, leaving now
under treatment 376, which is an increase on the original number bere
of only thirty to be supported by the county, while at Lick Run for a
liimilar period, and that when the State Asylum was receiving all curable

You will find the expen es of this year are in excess of those of last
in the urn of nearly ixteen thon and dollar. This is owing, in part, to
an increa e of inmates, to the nnmber of thirty- three, but more especially
to certain unusual or extraordinary outlays, among which are, as for

ha. ve graded, filled up and perfooted our walks and roads, and done ..
most laborious work in erecting a culvert and laying the stone neceiSary
to prevent a slide in the hill in front of the house. We have bmli new
washing machinery, and entirely refit the wringer. Ohanges bave been
made in the heating apparatus- the boilers have been reset, the fire- beds
have been raised, and the steam drums moved from in front to the rear
of the boilers over the mud valve. Attachments have been made to the
large cisterns in front of the building, and pipes laid to the boilers. We
have likewise had constructed a hou e telegraph, so that instant communication
. can be bad between the office and any of the ward. We have
found this of much advantage, saving a good deal of valuable time and
labor to us and our attendants. The u ual number of game, dances and
other amusements have been kept up to the manifest advantage of the
patients.

It will be observed that our receipts for pay- patients during the past are largely in excess of any previous year. 4 The improving and ornamenting the grounds have been steadily going on, and the labor has been mostly performed by the inmates, who enjoy it as a recreation, and are improved in health thereby. Each year's ob ervation convinces us of th~ necessity of having more land for agricultural and horticultural purposes; and we would again call attention to this want, with the hope that it may not be overlooked by the next Legisiature. We feel fully justified in al'lsuring you that the administration of the affairs of Longview Asylum are managed with considerate care and in business like manner; that all of the unfortunate inmates who are placed within its walls are the recipients of kind intelligent treatment, and their wants carefully attended to in every way. The officers and employees who have charge of the various departments of the , institution are, we believe, competent, and endeavoring to conscientiou ly discharge their responsible and laborious dutie . The term of ( ix years) for which our much esteemed and efficient superÂintendent, Dr. O. M. Langdon ( wa originally elected), having expired, we were unanimou ly of opinion that the best intere ts of this A ylum, as well a the cau e 0 humanity, would be greatly promoted by securing his continuance of its mallagement, and we accordingly re- elected him Superintendent for another term of six year . There has been nothing here at ' any time looking like the approach of ~ n epidemic of any kind, yet the mortality of this year,' compared with the last, is increased by foUl'. This is partly owing to there being a larger number of inmates, so that tbe percentage of death is reany little more than before. By look · . ing at table No. 2, you will see that IDO t of all who died were affected with diseases almost necessarily fatal. Insanity is often but an expression or result of a bad physical condition, and wheu one so afflicted is attacked by any severe acute malady, he is, from the fact stated a well 88 from the difficulty of . pr: operly restraining him, much more apt to die than one difÂferently situated. By comparing the report of this - year - with the last, you will lind we have had an increase of the whole number treated of thirty- three. It was . the opinion- of mapy' of the b. e. st and wisest medical men, that a a conseÂquence of the excitement and ca. lamities incident to a state of war, there would be a great increase in the number of in ane, but happily such opinÂion has-- not- beeu verified. : V~ y fe cases coming unde our care could ~ 15 be attributed to ~ uch cause. On the contrary, indeed, it is the almost uniform testimony of physicians in general practice, that during all the four year of onr dreadful conflict, diseases of the nervous system were less prevalent than before. By others it was believed that when the war should end, and the sustaining excitement attending it had passed away, people would reflect more profoundly upon the calamities that had fallen upon the nation, and more especially upon themselves in the loss of relatives, friends and property, and that then there would come more of grief, despondency, insanity. Thls, however, so far as we can perceive, is not being jnstified by the facts. That some have been made insane by the distresses and accidents of war is undoubtedly true, but the increase in the number of onr inmates is owing, in the main, to the operation of more common canses. Prominent among these common cau es, I feel it a dnty to refer, in an especial manner, to the matter of the intemperate use of alcoholic stimnlants. To one in health they are never beneficial, and are almost always pernicious in their effects upon both body and mind. Of 1,181 patients received here, 145 were insane from this cause alone. This bad iufluence of a bad babit was' particuiarly manifest during, and more immediately snb equent to the rebellion, and gives additional conÂfirmation to what has been observed in the bistory of all civilized nations, namely, that when any great calamity, whether of war, famine, pe tilence, or monetary crisi , fall npon a people, they in large numbers take either to praying or drinking. : As one having a right to speak somewhat authoritn, tively npon this subÂject, I would advise that the State erect and snstain an asylum or house for the inebriate, where he may be committed and restrained by due pro · cess of law; or at least that our Legislature do something by which private enterprise and capital might be encouraged to operate in this I direction. While upon the subject of legislation, I have to remark that I regard tbe pre ent practice of serving legal process directly upon the insane as being, if not decidedly absurd, certainly in many instances as highly injuÂrious. The insane, while they do not nnderstand, are almost always greatly excited by such proceeding. It seems to me that the law should be so altered as that process should be served upon the Superintendent of asylums, and that they bave power to employ legal counsel, if deemed necessary. to the protection of the rights of the persons or property of those under their care. Since the opening of Longview, we have received in all 1,181 patients. I ' Of these 805 have been discharged cured, improved, or dead, leaving now under treatment 376, which is an increase on the original number bere of only thirty to be supported by the county, while at Lick Run for a liimilar period, and that when the State Asylum was receiving all curable 16 in the number 530, and the dis- 55.20, agnin t 57.50 last 10.46 7, U 4.7' .. 7.5~ 8.70 u 46.82 9.56 9.57 6.66 0.06 17 You will find the expen es of this year are in excess of those of last in the urn of nearly ixteen thon and dollar. We ha. ve graded, filled up and perfooted our walks and roads, and done .. most laborious work in erecting a culvert and laying the stone neceiSary to prevent a slide in the hill in front of the house. We have bmli new washing machinery, and entirely refit the wringer. Ohanges bave been made in the heating apparatus- the boilers have been reset, the fire- beds have been raised, and the steam drums moved from in front to the rear of the boilers over the mud valve. Attachments have been made to the large cisterns in front of the building, and pipes laid to the boilers. We have likewise had constructed a hou e telegraph, so that instant commuÂnication . can be bad between the office and any of the ward. We have found this of much advantage, saving a good deal of valuable time and labor to us and our attendants.
