SUPERINTENDENT'S REPORT.
To the Board of lJirector8 :
GENTLEMEN- In accordance with the law governing this Institution, I
submit tbi , my eleventh Annual Report of its condition, and the general
resuits of its operations during the past year.
The bdef summary which I give here of the results of the year, are presented
much more completely, and in detail, ill the tables at the close of
this Report.
Patients remaining at the close of last year, 511; of these 255 were
males and 256 femaJes. During the year, 273 were admitted, 145 male
and 128 females, being a decrease of 61 on the admissions of last year.
Of the whole number, 7 were placed in the Institution by their friends, 7
by the Oouuty Oommissioners, and 259 were committed by order of Oourt,
53, were received from the Oentral District, 32 males and 21 females.
Of Oentral Di trict patient.<:;, 51 were diSCharged, 24 males and 27 fe ·
males, leaving on State account 88 white patients, of whom 44 were male
and 44 female .
From the State at large, 19 colored patients were received, 9 males and
10 females.
Of colored State patients, 13 were discharged, 7 males and 6 females.
Total remaining on State account 107, males 55, females 52.
DUl'ing the year, 240 patients have been discharged, 165 cured, 13 im ·
pro ed, 62 died.
Of tho e cured, 90 were males, 75 females. Rate of mortality on whole
numb~ r treated, 7.90. Percentage of cures on admissions, 60.44, which is
a slight improvement on the last year's results.
The greatest number of inmates at any time during the year was 573,
being 11 more than at any time during the previous year.
The least number at. anyone , t ime was 511, being 80 more than the least
number the year prevlOu .

The daily average for the year was 536.66, being 26.35 more than the
year previous. \

~ here have been 11 readmissions, 6 males and 15 females, being 7 less
than the readmissions last year.
There are in the Institutiou, and depending on the Oounty for support,
but 101 more than ' wben tb Asylum was op ned el~ ven years a. go. Pre ·
nous to that time, although we had the advantage of the State A ylum
at Dayton, and the old Lick Run Establishment in thi Oounty, there
were remaining 113 as the result of three year working of that lnstitu ·
tion, At the same rate of increa e or ac umulation, we would now have
414 patients to be supported by the Oounty at a y arly 0 t of $ 62,514
above what it now is,
I find by computation that the total average e pense of tbe Oounty for
the past year amouuts to $ 97.67 per pati nt, and th average xp n es
per week, $ 1.87 for each patient.
There has been a great d al of sickne i! in th Asylum among both
patients and employes, but fortunately without incr a ing the d ath
rate, exce~ t to an almost inappr ciabl~ e t nt, and w hould consid r
ourselves very fortunate in escaping 0 well. It is , tru. e that th majority
of the cases were not of diseases having a gr at tend ncy to a fatal result,
when attackin~ an otherwise healthy person, but th ra a~ among t the in ·
sane so many d() bilitated, broken- down con titutions, and tho whom it is
difficult to nourish on account of som haUu ination which make lih m
reject all food, that almost any disease of a d bilitating or prostrating
character is apt to carry off some, being 0 much more of a load on
systeml'!!\ lready weakened and overburdtm d. We congratulate our 1 ves,
therefore, on having escaped any wors i itation, but fi ling d eply
grieved ( to use the mildest expression), that so much pI' ventable suffer ·
ing was allowed to occur.
Malarious disea es prevailed not only in the ylum, but al 0, and to
a much greater extent, in aU the country around it. It i true that ther
was a more than usual amount of uch dis ase 0 er a. very large ction of
country, but it was much aggravated in our n ighborhood by ag ncies
which could and should be controlled, and probably will be in tim , but

. cause of ma. larious disease. not only in the sylum, but out ide and
beyond it, tQ a very considerable distance, is the practice ofdrawil1g off the
water in the canal, for the purpose of cleani; ng . or repairing, in the middlo
ofSummer. l.' his exposes to the rays of t ile UD, at the very hott st period
of the year, a large, though narrow, surface of mud, co ered and mixed,
to 3 great extent, with d cayiDg animal and v getabJ matter, and ub.
ititutes for 3 flowing stream, a succession of' stagnant pools and wt't
rotten, slimy material, neither land or water, steaming and r eking with

foul, offensive, poisonous vapor, the more dangerous for being invisible.
Were this miasm a offensive to sight as it is deleterious to health, no
community · would tolerate it for a moment, if preventable, and if not preventable,
the population would speedily transport itself to some more
salubrious locality. Being invisible, it is in a great measure forgotten, in
accordance with the old proverb, " Out of sight, out of mind." But even
as it is, everyone, whether physician or not, will at once admit the un,
healthiness of these exhalations, but not knowing how'great is their power
for evil, they doitin a quiet, passive kind of way, that leads to no action.
No one but a physician, or one who has devoted a good deal of time to
the study of the subject, knows how very unhealthy this miasm lS, nor the
wide and extended varieties of ways in which it may injuriously affect the
constitution of man. The amount of evil that may be produced by even
a light contamination of the air i not only not generally appreciated, but
scarcely known at all, except by those whose studies have taken that direction.
The reasons why this is the ca e are obvious. In addition to
the invisibility of the noxious agent, its action is generally slow, though
persistent enough when once manifested; the symptom produced are
not uniform, but modified by age, habits of life, general constitution and
various accidental circumstances. Sometimes, too, the symptoms are very
slight at the commencement, and are frequently over looked at their onset,
and when observed are attributed to some other cause. There are, how-
. ever so many well- marked instances recorded by careful and acurateobservers
of the very decided evil effectii on health of even local limited sources of
aerial contamination, that it would be folly to disbelieve or even doubt their .
existence, much more to neglect any meaRS in our power for the removal
or destruction of such disease- generating influences.
The draining of the canal in the midst of hot w ather, seems pr cisely
one of those preventable causes of disease which every good citizen anc; l
intelligent person hould oppose with all the influence they'p0ssess.
Even if the change of custom, in this particular, caused some inconvenience
or expense, or both, it would still be a saving of money and time,
to , ay nothing of physical danger and distress.
Consider for a moment the large Dum bel' of persons living along the
line of the canal, and therefore exposed every year to this source of deranged
health, and consequently of suffering, loss of time, and actual cash
outlay for medicines, physician's fees, etc. ·
The loss of time; alone, would itself counterbalance any additional expense
that could possibly be caused. by a change of time for this process.
A very large outlay of money, if it were necessary, would really be true
economy, without at all taking into account the pain and suffering of

This condition of things is prejudicial to the patients physically and
mentally, for physical disorder generally reacts unfavorably on the mental
disease, and we can not secure the best condition for health without pure
air, and this it is impossible to flecure in an over- crowded Asylum, especially
when we have so many old, demented, filthy ca es. The ventilation
of the building is excellent, could scarcely be more free without too rapid
cooling of the air. There are, however, great difficulties in the way of cleanliness
and order, and giving sufficient at. Lention and observation to each
patient when the house is over full, and a great number of little things apt
to be postponed or neglected, none of which is important, but together
make a considerable difference in the ea e and Sl1cce s of the general operations
of the Institution, and the result of our treatment of the patients.
The Colored Department is doing well, being even more comfortable in
some re; pects than the White, and the building with its various impl'o, e ·
ments for the comfort and control of ~ he patients, will compare favorably
with any of the other Asylurus of the State. All the colored in ane from
every quarter of the State who have applied for admi sion, have been
reCeived and well and carefully provided for.
I feel it my duty to again call atten tion to the impropriety, and in some
cases, cruelty, of serving legal proces on the insane. Those who are able
to comprehend it are injured by it, and those who have mind enough for
that, can not, of conrse,' do anything to facilitate the course, of"' a sui t . It
is an absurdity, a mockery, to bid a man who is imprisoned mentally, a
well as physically, to appeal' in COUfv himself or by his attofaey. And
that dignity and ~ espect which should hedge about the law in all its forms
and proceedings, is destroyed by a proceeding as devoid of reason, as any
phantasy that could originate in the brain of the lunatic himself.
In no case can it do any good, and in many it does decided and eriOllS
injury; the cxcirement caused by such an incident may very readily be
the turning point, t. he one pal'ticular thing which changes the prospect
from rapid and complete recovery, to certain, hopeless, lifelong madness.
The law provides severe penalties for the intlictiou of not one, tenth the
magnitude of this. Lest any should' think I am exaggerating or coloring
too highly, let us take a case as frequently occurs: ,
A suit is brought for divot'ce, the one against whom the suit is brought
is confined iu an Asylum, but in a very promiSing coudition, improving
from day to day, with an excellent prospect of speedy and complete recovery.
Notice of the suit is served without any question a to the condition
of the patient or the effect it is likely to have on the mental dis_
ease. The feeling of hopeless imprisonme~ t, the eager longing for ' freedom,
if only for a few hours, or even moments, the hasty, fruitless at ·

assert that such a condition of affairlJ is not only very likely, but almost
certain, to convert an apparently convalescent case into an incurable one'
There must be a remedy for such a state of things, and one which I
woulcl suggest, is, that all legal processes should be served on the Superintendent,
and the Oourt determining. after- due consideration and hearing
his report, what is the proper cour e of procedure in the case, having
regal'd first and foremost to the restoration to reason of the patient as of
far greater importance than any property, however great the amount.
There is another subject which I have alludeu to before in my Reports,
and to which I wish again to call attention, and that is the form or man ·
ner of commitment of patients to the Asylum.
There does not seem to be any absolute necessity for submitting patients,
supposed to require treatment in the Asylum, to such a trying ordeal as
tbeir appearance in open Court, on trial to decide the question ' of their
sanit; v. Some portion, at least, of this painful and exciting proOO$ s might
he avoided.
Pay- patients are now admitted without the formality of going before
Court, and there seems no reason why they should be differently treated
ill tllis respect from those who are upported by the county. Indeed, the
reason most commonly urged for having patients brought before Court,
is the prevention of fraud and false imprisonment, and temptations to this
are more likely to occur in the cases of pay- patients than of others, for
they generally have property which relatives may be desirous of getting
under their own control. Even if the present system of receiving paypatients
should not seem proper to be applied to all, some plan might be
devised that would sufficiently guard against fraud, and at the same time
obviate the necessity of exciting and alarming t. he patients by bringing
them into Oourt.
The followiug improvements have been made during the year:
Two boiler- feeders of Ooke's patent have been placed in the 4th story of
the male siele; 912 ft. lead. flooring has been laid in. pantrys, water- closets
and adjacent apartments; 17 new water- stands ( Hopper's) put in; 2 iron
trays in dining- rooms, and 1 wrought · iron tank 16 by 3 ft. in Lodge Department,
male side. A new kitchen has been built, 16 ft. sqna. re, with
Rtone floor resting on wrought · iron joists, s~ on pillars. The
old kitchen, 18 by 32 ft., has been repaired by flooring it in the same way,
with stone and wrought iron. Two new trays have been put in the kitchen; ,
300 ft. soil pipe laid, and a bench of new reto~ ts placed in the Gas H.> use.

plications for the admission of pay- patients at high rate , whose only disease
is a morbid, uncontrollable appetite for intoxicating liquors.
If it should still be objected that a large outlay foJ,' buildings, ground,
etc., which the State could ill afford, would be requ' ed, before such an
institution could be put in operation, it may be answered, that with a
moderate amount of encourageme'nt and regulation by law, much would
be accomplished by individual enterprise.
There certainly ought to be in every State, at least a law providing for
the commitment of habitual drunkards to some afe custody for a definite
period of time, until by forced ab tinence and reguiar habits, the morbid
thrrst might be overcome, the will strengthened, and a reasonable chance
given for reformation. Some place should be provided by law for their
seclusion for a definite time, with this end in view, even if it is necessary
to use jails and penitentiaries- which are, however, not suited for the
purpose.
There is still another subject of importance which I will merely refer to,
and that js the crea, tion of the office of Commis ioner of Lunaey. The
office is considered one of great importance and usefulness where it exists,
as tending to bring into general operation the best features of each
Asylum, of utlizing the experience of individual institutions for the benefit
of all. There can scarcely be a. doubt of the usefulnes of the office,
and the only que tion is the expediency of creating it at this time.
In concluding my report, I desire to return my thanks to the officers
and employes of the Institution for the faithful performance of their arduous
duties, for the untiring watchful care by day and night, often not
only without the reward, of gratitude and thankfulness on the part of the
friends and relatives of the patients, but too often repaid by distrust and
mi contruction of motives and actions, or absolute forgetfulness and in-difference.

To the Board of lJirector8 : GENTLEMEN- In accordance with the law governing this Institution, I submit tbi , my eleventh Annual Report of its condition, and the general resuits of its operations during the past year. The bdef summary which I give here of the results of the year, are preÂsented much more completely, and in detail, ill the tables at the close of this Report. Patients remaining at the close of last year, 511; of these 255 were males and 256 femaJes. During the year, 273 were admitted, 145 male and 128 females, being a decrease of 61 on the admissions of last year. Of the whole number, 7 were placed in the Institution by their friends, 7 by the Oouuty Oommissioners, and 259 were committed by order of Oourt, 53, were received from the Oentral District, 32 males and 21 females. Of Oentral Di trict patient.<:;, 51 were diSCharged, 24 males and 27 fe · males, leaving on State account 88 white patients, of whom 44 were male and 44 female . From the State at large, 19 colored patients were received, 9 males and 10 females. Of colored State patients, 13 were discharged, 7 males and 6 females. Total remaining on State account 107, males 55, females 52. DUl'ing the year, 240 patients have been discharged, 165 cured, 13 im · pro ed, 62 died. Of tho e cured, 90 were males, 75 females. Rate of mortality on whole numb~ r treated, 7.90. Percentage of cures on admissions, 60.44, which is a slight improvement on the last year's results. The greatest number of inmates at any time during the year was 573, being 11 more than at any time during the previous year. The least number at. anyone , t ime was 511, being 80 more than the least number the year prevlOu . The gr at st n1llllbel' of mal s at anyone time was 293; greatest num-ber off em ales, 287. Least number of males, 255; Least number of females, 254. The daily average for the year was 536.66, being 26.35 more than the year previous. \ · 6 ~ here have been 11 readmissions, 6 males and 15 females, being 7 less than the readmissions last year. There are in the Institutiou, and depending on the Oounty for support, but 101 more than ' wben tb Asylum was op ned el~ ven years a. go. Pre · nous to that time, although we had the advantage of the State A ylum at Dayton, and the old Lick Run Establishment in thi Oounty, there were remaining 113 as the result of three year working of that lnstitu · tion, At the same rate of increa e or ac umulation, we would now have 414 patients to be supported by the Oounty at a y arly 0 t of $ 62,514 above what it now is, I find by computation that the total average e pense of tbe Oounty for the past year amouuts to $ 97.67 per pati nt, and th average xp n es per week, $ 1.87 for each patient. There has been a great d al of sickne i! in th Asylum among both patients and employes, but fortunately without incr a ing the d ath rate, exce~ t to an almost inappr ciabl~ e t nt, and w hould consid r ourselves very fortunate in escaping 0 well. It is , tru. e that th majority of the cases were not of diseases having a gr at tend ncy to a fatal result, when attackin~ an otherwise healthy person, but th ra a~ among t the in · sane so many d() bilitated, broken- down con titutions, and tho whom it is difficult to nourish on account of som haUu ination which make lih m reject all food, that almost any disease of a d bilitating or prostrating character is apt to carry off some, being 0 much more of a load on systeml'!!\ lready weakened and overburdtm d. We congratulate our 1 ves, therefore, on having escaped any wors i itation, but fi ling d eply grieved ( to use the mildest expression), that so much pI' ventable suffer · ing was allowed to occur. Malarious disea es prevailed not only in the ylum, but al 0, and to a much greater extent, in aU the country around it. It i true that ther was a more than usual amount of uch dis ase 0 er a. very large ction of country, but it was much aggravated in our n ighborhood by ag ncies which could and should be controlled, and probably will be in tim , but : notuntilaverylargeamountofsufferingandexp n eha b n au d. One . cause of ma. larious disease. not only in the sylum, but out ide and beyond it, tQ a very considerable distance, is the practice ofdrawil1g off the water in the canal, for the purpose of cleani; ng . or repairing, in the middlo ofSummer. l.' his exposes to the rays of t ile UD, at the very hott st period of the year, a large, though narrow, surface of mud, co ered and mixed, to 3 great extent, with d cayiDg animal and v getabJ matter, and ub. ititutes for 3 flowing stream, a succession of' stagnant pools and wt't rotten, slimy material, neither land or water, steaming and r eking with 7 foul, offensive, poisonous vapor, the more dangerous for being invisible. Were this miasm a offensive to sight as it is deleterious to health, no community · would tolerate it for a moment, if preventable, and if not preÂventable, the population would speedily transport itself to some more salubrious locality. Being invisible, it is in a great measure forgotten, in accordance with the old proverb, " Out of sight, out of mind." But even as it is, everyone, whether physician or not, will at once admit the un, healthiness of these exhalations, but not knowing how'great is their powÂer for evil, they doitin a quiet, passive kind of way, that leads to no action. No one but a physician, or one who has devoted a good deal of time to the study of the subject, knows how very unhealthy this miasm lS, nor the wide and extended varieties of ways in which it may injuriously affect the constitution of man. The amount of evil that may be produced by even a light contamination of the air i not only not generally appreciated, but scarcely known at all, except by those whose studies have taken that diÂrection. The reasons why this is the ca e are obvious. In addition to the invisibility of the noxious agent, its action is generally slow, though persistent enough when once manifested; the symptom produced are not uniform, but modified by age, habits of life, general constitution and various accidental circumstances. Sometimes, too, the symptoms are very slight at the commencement, and are frequently over looked at their onset, and when observed are attributed to some other cause. There are, how- . ever so many well- marked instances recorded by careful and acurateobservÂers of the very decided evil effectii on health of even local limited sources of aerial contamination, that it would be folly to disbelieve or even doubt their . existence, much more to neglect any meaRS in our power for the removal or destruction of such disease- generating influences. The draining of the canal in the midst of hot w ather, seems pr cisely one of those preventable causes of disease which every good citizen anc; l intelligent person hould oppose with all the influence they'p0ssess. Even if the change of custom, in this particular, caused some inconÂvenience or expense, or both, it would still be a saving of money and time, to , ay nothing of physical danger and distress. Consider for a moment the large Dum bel' of persons living along the line of the canal, and therefore exposed every year to this source of deÂranged health, and consequently of suffering, loss of time, and actual cash outlay for medicines, physician's fees, etc. · The loss of time; alone, would itself counterbalance any additional exÂpense that could possibly be caused. by a change of time for this process. A very large outlay of money, if it were necessary, would really be true economy, without at all taking into account the pain and suffering of I ttler , and con-improved, whic11, and the cIa. of patien m d more d irabl than 9 This condition of things is prejudicial to the patients physically and mentally, for physical disorder generally reacts unfavorably on the mental disease, and we can not secure the best condition for health without pure air, and this it is impossible to flecure in an over- crowded Asylum, espeÂcially when we have so many old, demented, filthy ca es. The ventilation of the building is excellent, could scarcely be more free without too rapid cooling of the air. There are, however, great difficulties in the way of cleanÂliness and order, and giving sufficient at. Lention and observation to each patient when the house is over full, and a great number of little things apt to be postponed or neglected, none of which is important, but together make a considerable difference in the ea e and Sl1cce s of the general opeÂrations of the Institution, and the result of our treatment of the patients. The Colored Department is doing well, being even more comfortable in some re; pects than the White, and the building with its various impl'o, e · ments for the comfort and control of ~ he patients, will compare favorably with any of the other Asylurus of the State. All the colored in ane from every quarter of the State who have applied for admi sion, have been reCeived and well and carefully provided for. I feel it my duty to again call atten tion to the impropriety, and in some cases, cruelty, of serving legal proces on the insane. Those who are able to comprehend it are injured by it, and those who have mind enough for that, can not, of conrse,' do anything to facilitate the course, of"' a sui t . It is an absurdity, a mockery, to bid a man who is imprisoned mentally, a well as physically, to appeal' in COUfv himself or by his attofaey. And that dignity and ~ espect which should hedge about the law in all its forms and proceedings, is destroyed by a proceeding as devoid of reason, as any phantasy that could originate in the brain of the lunatic himself. In no case can it do any good, and in many it does decided and eriOllS injury; the cxcirement caused by such an incident may very readily be the turning point, t. he one pal'ticular thing which changes the prospect from rapid and complete recovery, to certain, hopeless, lifelong madness. The law provides severe penalties for the intlictiou of not one, tenth the magnitude of this. Lest any should' think I am exaggerating or coloring too highly, let us take a case as frequently occurs: , A suit is brought for divot'ce, the one against whom the suit is brought is confined iu an Asylum, but in a very promiSing coudition, improving from day to day, with an excellent prospect of speedy and complete reÂcovery. Notice of the suit is served without any question a to the conÂdition of the patient or the effect it is likely to have on the mental dis_ ease. Often there ia a ftrm conviction that; ill con uence of thi inability to act, produced by the re8tt'aint or coolDemeDt that be ia rio" that 110 will becompletely ruined, " hereM, if be were free, be could ve him It harmlelL Ie it., tag too mach to 11 assert that such a condition of affairlJ is not only very likely, but almost certain, to convert an apparently convalescent case into an incurable one' There must be a remedy for such a state of things, and one which I woulcl suggest, is, that all legal processes should be served on the SuperÂintendent, and the Oourt determining. after- due consideration and hearÂing his report, what is the proper cour e of procedure in the case, having regal'd first and foremost to the restoration to reason of the patient as of far greater importance than any property, however great the amount. There is another subject which I have alludeu to before in my Reports, and to which I wish again to call attention, and that is the form or man · ner of commitment of patients to the Asylum. There does not seem to be any absolute necessity for submitting patients, supposed to require treatment in the Asylum, to such a trying ordeal as tbeir appearance in open Court, on trial to decide the question ' of their sanit; v. Some portion, at least, of this painful and exciting proOO$ s might he avoided. Pay- patients are now admitted without the formality of going before Court, and there seems no reason why they should be differently treated ill tllis respect from those who are upported by the county. Indeed, the reason most commonly urged for having patients brought before Court, is the prevention of fraud and false imprisonment, and temptations to this are more likely to occur in the cases of pay- patients than of others, for they generally have property which relatives may be desirous of getting under their own control. Even if the present system of receiving payÂpatients should not seem proper to be applied to all, some plan might be devised that would sufficiently guard against fraud, and at the same time obviate the necessity of exciting and alarming t. he patients by bringing them into Oourt. The followiug improvements have been made during the year: Two boiler- feeders of Ooke's patent have been placed in the 4th story of the male siele; 912 ft. lead. flooring has been laid in. pantrys, water- closets and adjacent apartments; 17 new water- stands ( Hopper's) put in; 2 iron trays in dining- rooms, and 1 wrought · iron tank 16 by 3 ft. in Lodge DeÂpartment, male side. A new kitchen has been built, 16 ft. sqna. re, with Rtone floor resting on wrought · iron joists, s~ on pillars. The old kitchen, 18 by 32 ft., has been repaired by flooring it in the same way, with stone and wrought iron. If it should still be objected that a large outlay foJ,' buildings, ground, etc., which the State could ill afford, would be requ' ed, before such an institution could be put in operation, it may be answered, that with a moderate amount of encourageme'nt and regulation by law, much would be accomplished by individual enterprise. There certainly ought to be in every State, at least a law providing for the commitment of habitual drunkards to some afe custody for a definite period of time, until by forced ab tinence and reguiar habits, the morbid thrrst might be overcome, the will strengthened, and a reasonable chance given for reformation. Some place should be provided by law for their seclusion for a definite time, with this end in view, even if it is necessary to use jails and penitentiaries- which are, however, not suited for the purpose. There is still another subject of importance which I will merely refer to, and that js the crea, tion of the office of Commis ioner of Lunaey. The office is considered one of great importance and usefulness where it exÂists, as tending to bring into general operation the best features of each Asylum, of utlizing the experience of individual institutions for the benÂefit of all. There can scarcely be a. doubt of the usefulnes of the office, and the only que tion is the expediency of creating it at this time. In concluding my report, I desire to return my thanks to the officers and employes of the Institution for the faithful performance of their arÂduous duties, for the untiring watchful care by day and night, often not only without the reward, of gratitude and thankfulness on the part of the friends and relatives of the patients, but too often repaid by distrust and mi contruction of motives and actions, or absolute forgetfulness and in-difference.
