SIR :- We have tile honor to submit this, the seventeeth annual
report of the receipts, expenditures, and general management and
condition of Longview Asylum for the year ending N ovem ber I, 1876.
With a rapid increase in the population of Hamilton County, there
necessarily comes an ill crease in the number of patients requiring
care and treatment in this institution and there being no means of
getting rid of incurables, except by death, the permanent increase of
patients must necessarily be looked for. By referring to the report
of the Superintendent it will be seen that the number of pa. tients
treated during the past year was largely in excess of any previous year.
Notwithstanding the increase of the number of patients treated, yet,
by reason of the cheapness in articles of supplies and judicious management,
the current expenses of the institution have been several
thousand dollars less than that of previous years. It affords us
pleasure to state that in no respect has there been any lack of care,
attention or kindness on the part of the officers and attendants of the
institution. On the contrary, our frequent and careful examinations
have satisfied us that the wants and requirements of the patients have
always been met with promptness and cheerfulness.
We herewith transmit the detailed statements of the Superintendent
and Steward for the current year for your inspection.

To the Board of Directors of L( mgview Asylum:
GENTLEMEN :- The annual report of the operations and condition
of Longview for the year commencing November 1, 1875, is respectfully
submitted, this being the seventeenth annual report of the
Asylum, and the third of the present administration.
Atthe commencement of the year, November I, 1875, there were
under treatment in the Asylum 592 patients j of thege 298 were males
and 294 females
The admissions since that period were 175, of whom 77 were males
and 98 females, making the total number under treatment during the
year, 767; of these 375 were males, and 392 females.
There were discharged during the year 80 males and 73 females, a
total of 153.
Of those discharged, 60 were supposed to have recovered, 27 were
improved, 15 were unimproved, and 5 I died.
The highest number under treatment on anyone day was 641, the
lowest 592, and the average daily number was 615.
In the rate uf mortality, there was a slight increase over that of
the previous year, being nearly 671 per cent. of the whole number
under treatment, and a fraction above 8 per cent. of the daily average.
The admissions were twenty less, and the discharges were
twenty. five less, and the average daily number twenty- three more
than the preceding year. The largest monthly number admitted was
twenty- four, in April The smallest number was six, in January. The
greatest morta! ity was eight, in April j the least was one, in November.
Of the present population of the house, eighty- six wete patients
at Lick Run Asylum, from which they were removed to Longview at
its opening, April, 1860.

The difterent nationalhies of patients admitted were as follows:
41 ~ per cent. Were born in the United States, 36 ~ per cent. in the
German States, 1' 1 per cent. in Ireland, 1 per cent. in England,
France and Canada, and there were 2 per cent. whose nationa1ity
coltld not be ascertained, making an aggregate of 56 ~ per cent. of
fo. reign birth, and, including the unknown, 43~ American.
Based upon the admissions for the year, there wae 34 per cent.
discharged recovered. This is as fair success as . could reasonably be
expected from the illdiscriminate das of patients who gain admission
to Ollr Asylum.
. By careful examination of the statistics as ~ iven in the last annual
reports of more than eighty asylums and hospitals for the insane in the
United States and Great Britain and i. ts pro~ inces ( not i. ncluding Willard
and other asylums devoted exclusively to the incurable), it was
found that the average per cent of cares, based on admissions, as
in the United tates 32 per cent, and in Great Britain and provinces
37 per cent. The highest per centage of cures recorded Was 64. and
the10west was 14 ~. The disparity shown by these statistics is probably
more apparent than real, alld i. s calclilated to lead to an ermneous
opinioll, as to the relative success in treatment of some asylums over
others, as the following considerations will indicate. In some instittttions
for the treatment of insanity, only those patients are admitted,
for whom there can be entertai. ned a reasonable hope of recovery,
rejecting idiots, imbeciles, epileptics and chronic dements, clas es
whi. ch gain admis ion in others. Again, some are acce sible to the
temporarily insane from. over- indulgence in alcoholic timulants and
other. exces es, who recover rapidly when under restraint. It is
probable, also, that some medical officers are more careftll than others
in discriminating between the cured and tIle greatly improved. An
impediment to successful treatment is the overcrowding of asylums,
thus depriving the patients of that individual personal attention so
necessary to efficiency in treatment. Again, unfa orable locations in
a sanitary point of vie\ v, faulty construction, deficiency of means and
appliances for amusement and employment, modify result to a very
considerable extent. These differences and others that migllt be mentioned,
go to prove that stati tics of asylums for the insane do not
give a perfectly accurate view of the efficiency of treatment.
The causes assigned for the insanity of those admitted, were, in
many instances, vague and unreliable. These statistics, as may be
supposed from the sources from which they were gathered, can only
have an approximate value. There were a considerable numbe~,

having previously died in the Asylum.
REPAIRS AND IMPROVEMENTS.
The house and grounds have been kept in repair, and such improvements
made as were deemed essential. The entire roof of the main
and detached buildings was thoroughly repaired and repainted. This
proved to be a work of far greater magnitude than was at first anticipated.
It was found that there was scarcely a square foot of the roof
that was not defective, and the , ails and ceilings were becoming
seriously damaged. A substantial concrete pavement was laid from
the front entrance to the bridge, the old one having become much
broken, and even dangerous.
The almost incessant rains, for several months of the year, caused
the land to slide, along the northern front of the Asylum, and to some
extent beyond its northern limits, encroaching somewhat upon the
carriage way. This land, it is supposed, has a substratum of blue
clay, and has been a source of trouble, at times, for many years.
To insure more efficient surface- drainage, and prevent if possible, further
damage in this direction, several hundred feet of large drain
pipe were placed along the course of the slide. There is no apprehension
that the foundation of the building will suffer from this cause
The work of rcpair in the Engineer'S department was unusually large,
owing to the necessity of replacing many of' the water pipes that had
been destroyed by rust.
NEEDED IMPROVEMENTS.
The necessity for additional accommodations for the insane in this
county was brought to the attention of the then existing Board of
Directors of Longview Asylum, by the Superintendent, Dr. O. M.
Langdon, in his Report for the year 1870, and in every subsequent
Report the wants of the Asylum, in this particular, have been referred
to. Since that period there has been a steady annual increase of
patients. At the present time there are more than two hundred
inmates in the Asylum, beyond its true capacity, and above the limits
compatible with proper care, comfort and successful treatment.

Your attention was called to this matter in my last annual Report,
and for a time the l? rospect of speedy relief seemed flattering; but
we have been doomed to disappointment, and, although every possible
effort, consistent with duty and responsibility, has been put forth
to keep down the numbers, the year has added its quota of increase.
At that time I recommended that further provision be made by the
erection of a detached building suitable for the care of imbeciles, idiots,
and chronic dements of a harmless character, of whom there are
now more than two hundred in our charge. I am still of the opinion
that no better or more economical plan to provide for these classes
of patients can be adopted. At least two years will be required to
build and complete, ready for occupancy, an addition on the plan
proposed, or for the necessary addition on any other plan that may
be adopted. It is therefore imperatively necessary that the initiatory
steps be taken without delay. In concluding this topic, it may be
proper to suggest that the necessity for a further addition could be
obviated by an Act of the Legislature, authorizing us to transfer to
the Infirmaries that class of our patients for whom the building proposed
would be specially adapted.
EXPENDITURES.
For a general exhibit and detailed statement of the expenditures
of the year, you are referred to the appended Report of the Steward.
Though'the daily average number of patients was considerably in
excess of the preceding year, the current expenses were much less.
This reduction of expenses was due, in a great measure, to the low
ruling prices of nearly all necessary supplies, and not to a false and
too rigicl economy. While extravagant and useless expenditures. in
every direction, were guarded against, nothing was withheld that was
deemed necessary for the comfort and well- being of the patients, or
that would oon~ ribute to their recovery.
FARM AND GARDEN.
Owing to the favorable season, the farm and garden were unusually
productive. Throughout the season the tables of the whole house
were supplied with vegetables of excellent quality, and of great
variety. Besides an abundance of pasturage for the stock during the
summer, a large quantity of hay and corn were stored for winter use.

ENTERTAINMENTS AND AMUSEMENTS.
In addttion to the usual weekly dancing parties, which were continued
the greater part of the year, several dramatic entertainments of a
very creditable character were given by the officers and employees of
the Asylum. These entertainments imposed a considerable amount of
extra labor upon those who participated in them; but it was cheerfully
given. The exercises were highly appreciated by the patients:
who looked forward to them with much interest, and to whom they
afforded great enjoyment. Several excellent concerts were given by
amat!'! urs from the city and adjoining villages. The yearly holidaysFourth
of J uly, Christmas, & c.- were appropriately celebrated. The
usual Chapel Services on the Sabbath were well attended.
But one change has taken place among the local officers of the
house since my last Report. Col. A. M. Robinson, wh'o had filled
the office of Steward for several years, died January 2nd of this year,
after a painful illness of several weeks duration. In the deat~ l of Col.
Robinson the Asylum lost a thoroughly competent officer, and the
community, a valuable citizen. The place thus made vacant was
filled by the appointment of E. M. Burgoyne, a gentleman well · known
throughout the county, of unquestioned integrity, and of many years'
experience in a similar position; and thoro ughly acquainted with the
duties of the office, in all its details. Mr. Burgoyn e has thus far
given satisfactory evidence of the wisdom of your appointment.

taken in our patients, frequent visits, and distribution of religious '

illustrated papers, it would be a source of great gratification, and
result in much benefit to the patients.
We are also indebted to the Eldorado Comique Theatrical Company,
and the Davenport Brolhers, Gymnasts, for amusing and interesting
performances. Also, to Mr. J. M. Miller and Company, of Lockland,
and to Messrs. Parker and McLain, of Cincinnati, for several concerts
of vocal and instrumental music.
I take pleasure in again expressing my high appreciation of my
ass() ciate officers, Drs. DeWitt and Mock, whose aid and advice have
been of great assi tance to me, in carrying on the work of the year.
The Engineer, Superiors, attendants and employees in general, for
their zeal and fidelity in performing the duties of their various trusts,

HAVES, GO'DtYnor of Ohio: SIR :- We have tile honor to submit this, the seventeeth annual report of the receipts, expenditures, and general management and condition of Longview Asylum for the year ending N ovem ber I, 1876. With a rapid increase in the population of Hamilton County, there necessarily comes an ill crease in the number of patients requiring care and treatment in this institution and there being no means of getting rid of incurables, except by death, the permanent increase of patients must necessarily be looked for. By referring to the report of the Superintendent it will be seen that the number of pa. tients treated during the past year was largely in excess of any previous year. Notwithstanding the increase of the number of patients treated, yet, by reason of the cheapness in articles of supplies and judicious manÂagement, the current expenses of the institution have been several thousand dollars less than that of previous years. It affords us pleasure to state that in no respect has there been any lack of care, attention or kindness on the part of the officers and attendants of the institution. On the contrary, our frequent and careful examinations have satisfied us that the wants and requirements of the patients have always been met with promptness and cheerfulness. CAREY, Sec'y. • SUPERINTENDENT'S REPORT. -- 0-- To the Board of Directors of L( mgview Asylum: GENTLEMEN :- The annual report of the operations and condition of Longview for the year commencing November 1, 1875, is respectÂfully submitted, this being the seventeenth annual report of the Asylum, and the third of the present administration. Atthe commencement of the year, November I, 1875, there were under treatment in the Asylum 592 patients j of thege 298 were males and 294 females The admissions since that period were 175, of whom 77 were males and 98 females, making the total number under treatment during the year, 767; of these 375 were males, and 392 females. There were discharged during the year 80 males and 73 females, a total of 153. Of those discharged, 60 were supposed to have recovered, 27 were improved, 15 were unimproved, and 5 I died. The highest number under treatment on anyone day was 641, the lowest 592, and the average daily number was 615. In the rate uf mortality, there was a slight increase over that of the previous year, being nearly 671 per cent. of the whole number under treatment, and a fraction above 8 per cent. of the daily averÂage. The admissions were twenty less, and the discharges were twenty. five less, and the average daily number twenty- three more than the preceding year. The largest monthly number admitted was twenty- four, in April The smallest number was six, in January. The greatest morta! ity was eight, in April j the least was one, in NovemÂber. Of the present population of the house, eighty- six wete patients at Lick Run Asylum, from which they were removed to Longview at its opening, April, 1860. . .. i. ollg'lAnu Asy! tmt. 7 The difterent nationalhies of patients admitted were as follows: 41 ~ per cent. Were born in the United States, 36 ~ per cent. in the German States, 1' 1 per cent. in Ireland, 1 per cent. in England, France and Canada, and there were 2 per cent. whose nationa1ity coltld not be ascertained, making an aggregate of 56 ~ per cent. of fo. reign birth, and, including the unknown, 43~ American. Based upon the admissions for the year, there wae 34 per cent. discharged recovered. This is as fair success as . could reasonably be expected from the illdiscriminate das of patients who gain admission to Ollr Asylum. . By careful examination of the statistics as ~ iven in the last annual reports of more than eighty asylums and hospitals for the insane in the United States and Great Britain and i. ts pro~ inces ( not i. ncluding WilÂlard and other asylums devoted exclusively to the incurable), it was found that the average per cent of cares, based on admissions, as in the United tates 32 per cent, and in Great Britain and provinces 37 per cent. The highest per centage of cures recorded Was 64. and the10west was 14 ~. The disparity shown by these statistics is probaÂbly more apparent than real, alld i. s calclilated to lead to an ermneous opinioll, as to the relative success in treatment of some asylums over others, as the following considerations will indicate. In some instiÂttttions for the treatment of insanity, only those patients are admitted, for whom there can be entertai. ned a reasonable hope of recovery, rejecting idiots, imbeciles, epileptics and chronic dements, clas es whi. ch gain admis ion in others. Again, some are acce sible to the temporarily insane from. over- indulgence in alcoholic timulants and other. exces es, who recover rapidly when under restraint. It is probable, also, that some medical officers are more careftll than others in discriminating between the cured and tIle greatly improved. An impediment to successful treatment is the overcrowding of asylums, thus depriving the patients of that individual personal attention so necessary to efficiency in treatment. Again, unfa orable locations in a sanitary point of vie\ v, faulty construction, deficiency of means and appliances for amusement and employment, modify result to a very considerable extent. These differences and others that migllt be menÂtioned, go to prove that stati tics of asylums for the insane do not give a perfectly accurate view of the efficiency of treatment. The causes assigned for the insanity of those admitted, were, in many instances, vague and unreliable. These statistics, as may be supposed from the sources from which they were gathered, can only have an approximate value. There were a considerable numbe~, a by far the most potent. By ertained that si ty of those ! having an dmiued taint of Longview Asylum. 9 er and sister j one case. of father and son j one of t~ o sisters j and one of two cousins, the father of one, who was theunc1e of the other, having previously died in the Asylum. REPAIRS AND IMPROVEMENTS. The house and grounds have been kept in repair, and such improveÂments made as were deemed essential. The entire roof of the main and detached buildings was thoroughly repaired and repainted. This proved to be a work of far greater magnitude than was at first anticiÂpated. It was found that there was scarcely a square foot of the roof that was not defective, and the , ails and ceilings were becoming seriously damaged. A substantial concrete pavement was laid from the front entrance to the bridge, the old one having become much broken, and even dangerous. The almost incessant rains, for several months of the year, caused the land to slide, along the northern front of the Asylum, and to some extent beyond its northern limits, encroaching somewhat upon the carriage way. This land, it is supposed, has a substratum of blue clay, and has been a source of trouble, at times, for many years. To insure more efficient surface- drainage, and prevent if possible, furÂther damage in this direction, several hundred feet of large drain pipe were placed along the course of the slide. There is no appreÂhension that the foundation of the building will suffer from this cause The work of rcpair in the Engineer'S department was unusually large, owing to the necessity of replacing many of' the water pipes that had been destroyed by rust. NEEDED IMPROVEMENTS. The necessity for additional accommodations for the insane in this county was brought to the attention of the then existing Board of Directors of Longview Asylum, by the Superintendent, Dr. O. M. Langdon, in his Report for the year 1870, and in every subsequent Report the wants of the Asylum, in this particular, have been referred to. Since that period there has been a steady annual increase of patients. Your attention was called to this matter in my last annual Report, and for a time the l? rospect of speedy relief seemed flattering; but we have been doomed to disappointment, and, although every possiÂble effort, consistent with duty and responsibility, has been put forth to keep down the numbers, the year has added its quota of increase. At that time I recommended that further provision be made by the erection of a detached building suitable for the care of imbeciles, idiÂots, and chronic dements of a harmless character, of whom there are now more than two hundred in our charge. I am still of the opinion that no better or more economical plan to provide for these classes of patients can be adopted. At least two years will be required to build and complete, ready for occupancy, an addition on the plan proposed, or for the necessary addition on any other plan that may be adopted. It is therefore imperatively necessary that the initiatory steps be taken without delay. In concluding this topic, it may be proper to suggest that the necessity for a further addition could be obviated by an Act of the Legislature, authorizing us to transfer to the Infirmaries that class of our patients for whom the building proÂposed would be specially adapted. EXPENDITURES. For a general exhibit and detailed statement of the expenditures of the year, you are referred to the appended Report of the Steward. Though'the daily average number of patients was considerably in excess of the preceding year, the current expenses were much less. This reduction of expenses was due, in a great measure, to the low ruling prices of nearly all necessary supplies, and not to a false and too rigicl economy. While extravagant and useless expenditures. in every direction, were guarded against, nothing was withheld that was deemed necessary for the comfort and well- being of the patients, or that would oon~ ribute to their recovery. FARM AND GARDEN. Owing to the favorable season, the farm and garden were unusually productive. Throughout the season the tables of the whole house were supplied with vegetables of excellent quality, and of great variety. Besides an abundance of pasturage for the stock during the summer, a large quantity of hay and corn were stored for winter use. Longview A sylum. II -- -- ENTERTAINMENTS AND AMUSEMENTS. In addttion to the usual weekly dancing parties, which were continÂued the greater part of the year, several dramatic entertainments of a very creditable character were given by the officers and employees of the Asylum. These entertainments imposed a considerable amount of extra labor upon those who participated in them; but it was cheerÂfully given. The exercises were highly appreciated by the patients: who looked forward to them with much interest, and to whom they afforded great enjoyment. Several excellent concerts were given by amat!'! urs from the city and adjoining villages. The yearly holidaysÂFourth of J uly, Christmas, & c.- were appropriately celebrated. The usual Chapel Services on the Sabbath were well attended. But one change has taken place among the local officers of the house since my last Report. Col. A. M. Robinson, wh'o had filled the office of Steward for several years, died January 2nd of this year, after a painful illness of several weeks duration. In the deat~ l of Col. Robinson the Asylum lost a thoroughly competent officer, and the community, a valuable citizen. The place thus made vacant was filled by the appointment of E. M. Burgoyne, a gentleman well · known throughout the county, of unquestioned integrity, and of many years' experience in a similar position; and thoro ughly acquainted with the duties of the office, in all its details. Mr. Burgoyn e has thus far given satisfactory evidence of the wisdom of your appointment. AOKNOWLEDGMENTS. To the Rev. Joseph Emery, City Missionary, for the kind interest taken in our patients, frequent visits, and distribution of religious ' papers. To Rev. R. We are also indebted to the Eldorado Comique Theatrical Company, and the Davenport Brolhers, Gymnasts, for amusing and interesting performances. Also, to Mr. J. M. Miller and Company, of Lockland, and to Messrs. Parker and McLain, of Cincinnati, for several concerts of vocal and instrumental music. I take pleasure in again expressing my high appreciation of my ass() ciate officers, Drs. DeWitt and Mock, whose aid and advice have been of great assi tance to me, in carrying on the work of the year. The Engineer, Superiors, attendants and employees in general, for their zeal and fidelity in performing the duties of their various trusts, deserve my sincere thanks.
