show
the
Germantown
Dam
. The
first
shows
the
building
of the
cofferdam
at the
entrance
to the
north
conduit
, in
preparation
for
concreting
the
permanent
floor
. The
second
photograph
is
looking
upstream
on the
north
river
bank
below
the
dam
.
It
shows
the
downstream
face
of the
finished
dam
. The
Germantown
Dam
is
an
earthen
embankment
located
across
Twin
Creek
in
southwestern
Montgomery
County
near
the
village
of
Germantown
. A
conservancy
road
goes
across
the
top
of the
dam
. The
dam
was
built
to
temporarily
store
floodwater
and has
no
gates
or
permanent
pool
.
It
is
1,210
feet
long
and
100
feet
high
. There are
two
concrete
conduits
through
the
base
of the
embankment
at the
north
abutment
. The
conduits
are
sized
to
discharge
a
peak
flow
during
an
Official
Plan
Flood
that
can
be
handled
by the
flood
protection
levees
and
channels
downstream
. The
remainder
of the
floodwaters
are
temporarily
stored
behind
the
dam
and
released
over
time
. An
emergency
spillway
is
located
in a
low
area
through
the
left
abutment
north
of the
dam
.
Following
the
1913
flood
that
devastated
the
Miami
Valley
, a
vigorous
movement
for
flood
protection
began
in
Dayton
. The
Relief
Commission
quickly
raised
a
$2
million
Flood
Prevention
Fund
and
employed
Arthur
Morgan
,
who
later
was the
first
director
of the
Tennessee
Valley
Authority
, and the
Morgan
Engineering
Company
to
develop
a
flood
protection
plan
for the
city
of
Dayton
.
After
some
preliminary
survey
work
,
Morgan's
engineers
concluded
that
effective
flood
protection
was
too
large
an
undertaking
for
one
community
and would
require
the
cooperative
action
of the
entire
Miami
Valley
.
Since
Ohio
did
not have a
law
that would
permit
a
regional
cooperative
undertaking
of this
nature
, the
Conservancy
Act
of
Ohio
was
prepared
and
passed
by the
legislature
on
February
14
,
1914
. The
day
after
the
signing
of the
Conservancy
Act
by the
governor
, a
petition
was
filed
in the
Court
of
Common
Pleas
of
Montgomery
County
asking
for the
establishment
of the
Miami
Conservancy
District
. In
2003
, the
district
oversaw
five
dams
,
60
miles
of
levees
, and
37
miles
of
modified
river
channels
in
nine
communities
along
the
Great
Miami
River
.
