Description	Webb C. Hayes, son of Rutherford B. and Lucy Webb Hayes, wrote this letter to a friend while he was serving in the Philippines in 1899. Hayes received the Medal of Honor for his role leading a party to rescue U.S. soldiers during the Philippine Insurrection. The Philippines, a group of islands located in Southeast Asia, were governed by Spain until 1898, when the U.S. gained control following the Spanish American War. The county resisted American rule, and a period of insurrection lasted from 1899 until 1901, when Filipino leader Emilio Aguinaldo was captured. The letter is eleven pages long and measures 8.75" x 12.5" (22.23 x 31.75 cm). Webb C. Hayes (1856-1934) attended Cornell University from 1873 to 1875, leaving to serve as his father's secretary during his third term as governor of Ohio. In 1881 Hayes moved to Cleveland and became treasurer of the Whipple Manufacturing Company. Six years later he was one of the organizers of the National Carbon Company (later known as Union Carbide). Hayes was a veteran member of the First Cleveland Troop, later known as Troop A, Ohio National Guard. Hayes was commissioned a major in the First Ohio Cavalry and mustered into the United States service on May 9, 1898 and served through the campaigns of Santiago de Cuba, the invasion of Puerto Rico and the insurrection in the Philippines. He was commissioned lieutenant colonel of the 31st U.S. Infantry and arrived in Manila in November 1899. Within hours of landing, Hayes led a rescue party to free the U.S. soldiers garrisoned at Virgin Island. For this act he was awarded the Medal of Honor. He also participated in the Boxer Rebellion, the China Relief Expedition, and the Russo-Japanese War. In World War I, Hayes was commissioned a full colonel upon U.S. entry into the war and was sent to the Italian front, where he served as regional commander of the American Expeditionary Force. He was instrumental in commemorating numerous Cuban and Chinese battlefields where Americans lost their lives, as well as establishing Memorial Parkway, a living monument to the Fremont citizens who died in World War I. He was also the driving force behind the founding of the Rutherford B. Hayes Presidential Center, the first presidential library in the United States.
