embankment
located
across
the
Great
Miami
River
in
northeastern
Montgomery
County
near
the
city
of
Vandalia
. The
design
of the
Miami
Conservancy
District
(MCD)
construction
camps
reflected
the
ideas
of the
Progressive
Era
reformers
who
headed
the
program
.
Unlike
the
shantytowns
of
other
construction
projects
,
MCD
workers
had the
opportunity
to
live
in
self-governing
communities
with an
elected
body
and
professional
administrator
(council-manager
form
of
government)
.
Communities
offered
decent
housing
with
electricity
and
running
water
,
playgrounds
, a
community
hall
with
recreation
and
activities
,
dining
facilities
,
schools
for the
children
, and
evening
courses
in
English
for
immigrants
.
Each
camp
was also
equipped
with a
first
aid
building
,
bakery
,
grocery
store
,
meathouse
, and
mess
hall
.
