four
photographs
document
the
devastation
caused
by the
Portsmouth
flood
of
1884
. An

inch

photograph
shows
rooftops
peeking
out
from
under
the
water
and the
Scioto
County
courthouse
in the
background
. In a
photo
measuring
6
by
4
inches
(15.24
by
10.16
cm)
,
people
are
lined
up
on the
ledges
of
buildings
waiting
for
row
boats
to
rescue
them; a
larger
boat
is
in the
foreground
of the
photo
. The
water
has
nearly
covered
the
first
floor
of the
buildings
in a
5
by
4
inches
(12.70
by
10.16)
cm
image
that
shows
people
traversing
the
city
in
row
boats
. The
last
image
,
measuring
approximately
9
by
6
inches
(22.86
by
15.24
cm)
,
features
people
crossing
the
Scioto
River
Bridge
as the
flood
waters
nearly
reach
the
floor
of the
bridge
. The
flood
was
caused
by
heavy
rain
and
snow
throughout
January
1884
. By
February
7th
, the
river
was
rising
at a
rate
of
five
inches
per
hour
. In
early
March
, the
water
level
reached
66
feet
. The
courthouse
was the
only
place
not
touched
by the
water
.
Portsmouth
residents
crowded
into the
building
along
with their
livestock
and
carriages
.
Later
in
March
the
water
froze
;
it
melted
relatively
slowly
,
allowing
the
city
to
begin
to
recover
in
April
.
