James
Emmitt's
campaign
to have
Pike
County's
seat
moved
from
Piketon
to
Waverly
. The
county
seat
was
originally
located
at
Piketon
,
five
miles
south
of
Waverly
.
Emmitt
believed
that
it
would be to his
advantage
to have the
county
seat
moved
to
Waverly
,
where
his
business
interests
were
located
. He
vowed
to
build
county
buildings
and
turnpikes
to
benefit
the
people
of
Pike
County
if they
supported
his
plan
.
Emmitt
reportedly
spent
$40,000
in his
campaign
.
When
the
election
was
held
, a
majority
of
309
voters
called
for the
county
seat
to be
moved
.
Emmitt
built
the
courthouse
in
Waverly
that
is
still
used
by the
residents
of
Pike
County
. The
third
flyer
is
printed
in
English
, and the
fourth
includes
the
same
text
in
German
,
reflecting
the
large
number
of
German
immigrants
in
Pike
County
A
native
of
Pennsylvania
,
Emmitt
came
to
Ohio
as a
child
.
Although
his
family
was
poor
, he
eventually
came
to be a
major
manufacturer
and
banker
. He
promoted
the
development
of
canals
and
railroads
. By the
1850s
he
claimed
to be
Pike
County's
first
millionaire
and
said
he
employed
half
the
county's
residents
.
Emmitt
also
served
two
terms
as a
state
senator
.
