Description	Four flyers ranging in size from 4.5 by 13 inches (11.43 by 33 cm) to 8.5 by 11.25 inches (21.6 by 28.58 cm) document Waverly businessman James Emmitt's campaign to have Pike County's seat moved from Piketon to Waverly. The county seat was originally located at Piketon, five miles south of Waverly. Emmitt believed that it would be to his advantage to have the county seat moved to Waverly, where his business interests were located. He vowed to build county buildings and turnpikes to benefit the people of Pike County if they supported his plan. Emmitt reportedly spent $40,000 in his campaign. When the election was held, a majority of 309 voters called for the county seat to be moved. Emmitt built the courthouse in Waverly that is still used by the residents of Pike County. The third flyer is printed in English, and the fourth includes the same text in German, reflecting the large number of German immigrants in Pike County A native of Pennsylvania, Emmitt came to Ohio as a child. Although his family was poor, he eventually came to be a major manufacturer and banker. He promoted the development of canals and railroads. By the 1850s he claimed to be Pike County's first millionaire and said he employed half the county's residents. Emmitt also served two terms as a state senator.
