Williams
recorded
the "
Minutes
of the
Committee
for the
Celebration
of the
Fourth
of
July
1809.
" The
committee
met
several
times
between
June
20
and
July
3
to
plan
the
festivities
.
Subcommittees
were
appointed
to
procure
food
,
beverages
,
utensils
, and
tables
.
Resolutions
were
passed
to
select
an
orator
for the
occasion
and to
make
"
bombs
" to be
set
off
at
sunrise
,
noon
, and
sunset
in
celebration
of the
holiday
. A
resolution
was
passed
to
send
invitations
to the
ladies
of
Chillicothe
, but this
measure
was
rescinded
to
allow
married
men
to
bring
the
female
members
of their
families
and for
single
men
to
bring
a
guest
. The
committee
met
following
the
celebration
to
decide
what to
do
with the
remaining
funds
. The
document
is
sixteen
pages
long
and
measures
7
by
8.25
inches
(17.8
by
20.96
cm)
Samuel
Williams
(1786-1859)
was
born
in
Carlisle
,
Pennsylvania
to
Irish
immigrants
. The
family
made
a
number
of
moves
westward
,
finally
arriving
in
Chillicothe
in
1807
.
Williams
worked
in his
father's
hat
shop
after
arriving
in
Ohio
. He
served
in the
War
of
1812
and
wrote
an
account
of his
experiences
that was
published
posthumously
.
Williams
also
wrote
for
several
newspapers
. He
held
several
government
offices
including
deputy
marshal
for
Ohio
at
Chillicothe
and
clerk
of the
General
Land
Office
in
Washington
,
D
.
C
. A
devout
Methodist
,
Williams
was
involved
in the
Wesleyan
Female
College
at
Cincinnati
and
Ohio
Wesleyan
University
. He
served
as
secretary
of
many
civic
groups
in the
Chillicothe
area
.
