Description	The first image shows Secretary of War Newton D. Baker of Cleveland and Major General Charles T. Menoher in France inspecting the front line trenches of the 166th Infantry. It measures 7.5 by 6 inches (19.23 by 15.5 cm). A second photograph, measuring 9.5 by 5.7 inches (24 by 14.42 cm), shows a group of officers in the Baccarat Sector. Because no state had a National Guard division at sufficient strength to send to war, Major Douglas MacArthur suggested forming a division of units from many states that would "stretch over the whole country like a rainbow." His idea was implemented, and the "Rainbow" division was designated the 42nd Infantry Division. Ohio's 4th Infantry was chosen to become part of it and re-designated the 166th Infantry Regiment. Prior to the war, the 4th Ohio was sent to keep the peace at strikes and riots and stop revolutionary insurgents on the U.S.-Mexico border.
