To his Excellency Arthur S t. [superscript] Clair Esquire
Governor & Commander in Chief &c &C _
We [underlined], the Citizens of Marietta assembled at Campus Martius [underlined]
beg Leave to address your Excellency with the most cordial
Congratulations upon the happy Issue of Indian Affairs [underlined].
For this Event, so interesting to the United States at large,
and this Settlement in particular, we hold ourselves indebted,
under God, to your Excellencys Wisdom, & the unremitted
Exertions displayed during the long & tedious Negotiation
of the Treaty.- It was with Pain, & very affectionate sympathy
(we most respectfully assure your Excellency) that we beheld
this business spun out by the Indian Nations through
so many tedious months and to a Season which from
its inclemency, must have endangered, & perhaps impaired
the Health & Constitution of a Character under whose
auspices & wise administration of Government we hope
to be a good & happy People.
We must lament, with all the Feelings of men anxious
to live under the Precepts of legal Authority, the Absence of
your Excellency & the Judges of the Territory - more par-
=ticularly, at this Time the System of Laws has been
completed - We feel most sensibly the want of them, &
the Privilege of establishing such City Regulations as we
are
