Arthur St. Clair Letter to Judges Parsons and Varnum

Gentlemen 
I herewith return the Laws you were 
pleased to leave with me last night _   As they have not 
yet been drawn up in form permit me suggest some - 
things that have occurred to me which if you should think 
they would be bettered by you may insert them in each 
manner as you see fit.  I observe that "of the quorum" has been 
struck out of the clause forming the Court of General Quarter 
Sessions of the Peace and "named in a general commission" substituted 
that alteration I suppose to have taken place out of complacence 
to something I observed upon another occasion, but I suppose 
I had not made myself perfectly understood _ of the quorum, as 
is used here, is very well understood, and is the usual and 
technical Phrase, and better than the substitute in my opinion. 
When I spoke of general commission I had one in contemplation for 
a whole Court as thus We appoint A B C & D  Justices of the Court 
of General Quarter Sessions of the Peace of which we will that 
A & B shall always be one, and so of the common Please, and it was 
only to shew that a Justice of Quorum had not a precise meaning 
- would it not be better to add after [crossed out] to this clause after "Sessions" 
of the Peace and Goal delivery under the Constitutions Instructions 
herein after provided or words to that purpose 
instead five justices would it not be better to limit them to not 
more than five or less than three.  If the words pursuant to their 
Commissions
