This offioer, belonging to Rivera s brigade, wis csooriing, with five of hii men, ihe United States Consul in Mexico and the Secretary of Ihe Legation of ths same, Ibe son of Mr. Corwin, who left Mexioo City on the 281 of Ueoember, and wars going to Vera (Jrui. Her-nardi began to escort them from Nopaluoan to Perole, and entered the last' named place, believing, according to the advioe of the persons whom he aooompanied, that it would serve him as a safeguard to oarry a white flag of truer; but he was laken prisoner, brought before a court-martial, and shot As is natural, the Juarei papers speak harshly of this notion, and even a French paper, published in Mexioo Cilv. says that it is impossible to deny what they say, rrom want ol data, to explain tno oauss, 1'rogreNH of the French Expedition,Gen. Forey still remains at Orisaba, but so tire operations were expeoted instantly. In the English steamer from Europe, which arrived at Vera Crux on the 23ih, there came an Aid do-oamp of the Emperor Napoleon, the Marquis of Uallefet, with very preening dispatches for Forey. Hs left for Omaha on the following day. At Arroyo de Pacha, seven leagues from Vera Crui, a oouvoy or me rrenon was attsctrd on the i!"th, and lost several mules loaded with provisions, which they abandoned. Ten thousand linen bags are being made In a hurry for field batteries, whiob, with six thousand others of pttatt that are already made, will be sent to Orisaba, no doubt for use against Pnebla. The Frenoh administration at Vera Crtti finds itself without resource,, and pays 5 80 francs for Mexican dollars, in bills upon the Treasury at Paris, it is probable lhat in lees than 48 hoars they will pay 6 francs. Departure of tbe French from Tainplco. In Ihe undoubted retreat of the French from TaroDloo. thev suffered from the fire of the ar tillery and musketry of Ihe troops of tha J uarist General, Garia. They burned Us gaabnat of the Jmpsnal navy, the Ul, wmca wae aground a aboal, after throwing overboard ihs six 12 pounders and iwo 30 pouaders thai it oarried. They also set firw 1. a Mexioan towboat need in the harbor, and reduoed tt aahss the diet not of Caleta, without earthing being aaved from tha destruction. Later. Havana, Feb. IS. Ws have again gloriour news from Mexioo. Tha French have been driven back In several small noonnters, and bean obliged to abandon several towns eocupied hv them, beside having attempted to lake others and been driven off. Their position growa duly more critical, Ibeir means or transportation, which have cost them so much lime, trou bte. and money to accumulate are daily bsoom iug exhausted by ths eraselcss attacks of the guerrillas, wno nave tiecome emuoiaraea Dy their hitherto uninterrupted suooess. Below I give particulars of ths capture of mors than a thousand mules rrom tbe rrencn since our last advioea from the Mexican Republic On the 13ih ulu, the French, as I wrote you in nt last, avaouated Tampion. Ths truth is now leaking out The French account was that troops were sent to lhat place to insure Ihs fulfillment of a oontraot for mules, Ac Tha con tractors falling, the object of the expedition no longer existed, and tha solders wars recalled Ii seems Ihs Frenoh did not wait to, see the coutraot fulfilled. They had been kept on tbe jut tire by small guerrilla parties during their star: and at last, finding that these parties in creased in number, and were uniting under General Garta for an attack upoa Usm, they Med precipitate! j tu ea. :01. They were in a few days, however, completely routed, and obliged to escape lo a war steamer anchored iu the river, leaving several killed and woundsd, beaidos arms, horses aod provisions On Ihs fscitio tbe French have been equally unfortunate. Four men-of-war appeared of) Aoapuloo on the 8th ult. the Pallas, bearing tbe pennant of Admiral Bonet, the Galathee. the Cornolia and tbs Diamant. Through the agent of the Atnerioan Mail atcameis, the Ad miral addressed a nois lo Uov. At &i D dock on the morning of iho via nil., tbe Uoct opened lire upon tbe forte and town. All Ihe small forts were soon silenced and partially destroyed, save Fort Al- varer., whiob, however, also slopped tiring, not having guns of sulboient range to reach Ibe Hoot. The greater part of the town was destroyed by the shells from the French. The rriucipal eiiifioo destroyed belonged to Spanish oitizons- Messrs. Nor have tho French obtained any triumphs on shore. The armies are liarressed on all sides, all stragglers are picked off by invisible guerrillas; aud every oonvoy and train is attaoked and sustains more or less loss, if it ia not losi sntirely. At Arroyo de Puoha, Beven leagues from Orisaba, i French oonvoy was attaoked on the 27th Jan tary, and all the mules laden with provisions were oantured by the guerril las and driven otf Ths commandant of the sth Hegiment of Zsoateoas, Don Pilar Vlllareal, got his troops between Teoamaohallo and Que oholao (points oocupled by the Frenoh,) and oaptured 800 mules. GEN. SUTLER IN BALTIMORE. EutbiiNlaatlc Reception Speech by Gen. Butler Summing up of tbe Year's) Operation. Baltihokb, Thursday, Feb. 19, 1803. The reoeption of Gen. Butler at the hall of the Maryland Institute, this evening, was a grand afiair. The vast hall was splendidly decorated with hundreds of flags, and densely paoxea wun a most entnusiaatio audience. Thirty-four young ladies, dressed in whito, bearing flag,, were on the platform and sang patriotic airs. A baud of nmsio was also in attendance. The appearanos of tha General was greeted with long-oontinued oheerlng. In response he made a brief apeeob, thanking thn oitiiena of Baltimore for their expressions of regard and their enthusiastio greetings, whioh ha took as an earnest of their unalterable devotion lo the Union, and determination, come what may, to stand by the Government. He alluded to his tirst entrance inlo Baltimore .at tbs night of May 14, lHtil, when, amid a violent storm, he marohed his forces to Federal Hill and formally oooupied the oity. Ho compared Ihe condition of Baltimore then, from the influence of Secession, with what it is now, sinoe, wilhthe aid and protection of the Government, the true-hearted Union men of Baltimore had put down Kebol sway. He warmly eulogised the loyalty of Baltimore. Alluding to the progress of tbe war, he said thore was muoh very much to encourage in the progress we bad made in ths past year. Let us post ths books and see how we stand. A year ago, when he passed through this city on his way to the Southern coast, how did we then stand I The Rebels had all of Missouri, Kentucky, Tennessee, and Arkansas; all of Virginia except that portion undor the guns of Arlington Hlghts and Fortress Monroe. Now we have all of Missouri, all of Kentucky, two-thirds of Atkauus, at least half of Tennessee, and Roseorans, thank God, was there, and good for the other half. We have two-lbirds of Virginia, a third of North Carolina, all of Florida, a large! portion of Louisiana, and what was loft of the bogus Confederacy? Texas intriguing with the French Emperor lo got away from Ihem, Mississippi, Alabama, Gsorgia, South Carolina, and what remained of North Carolina and Virginia. Very soon the Mississippi River would be in our entire control, and then the Confederacy would be severed: Might we not truly say, with some of the Rebel Congressmen, that another atioh year of progress would see the Confederacy annihilatedf Truly, the folds of the great anaoonda were tightening around the Rebellion, and orushing it in its irresistible gntfp. He alluded to tbe threats of foreign interference in our affairs. Let it come. Tho nation would riso to the emergency. Already Congress bad clothed Ihe President wilh the mighty power of the entire military roroe of the whole nation; and if lhat were not enough for the ovorthrow of domestic traitors and foreign foes, we would arm every man in the nation, white and black, blue and gray, if need be. Ureal cheering. J The nation was but in its inlancy. Tbe giant of the westein world had scarcely begun to put forth his strength. These throes and agonies were but the pains of teething, and when tha leeth are fairly through, let traitors beware, and tyrants stand back everywhere. The General sat down amid long-continued applause. General Haynan, who not long since took part in the affairs of the Electoral Hone, snd who waa disnissed from his functions in consequence of an affair of honor, haa just blown out his brains. numbej: 208. Ws have again gloriour news from Mexioo. Tha French have been driven back In several small noonnters, and bean obliged to abandon several towns eocupied hv them, beside having attempted to lake others and been driven off.
