To gat the ratio of population lor Senutors, tho entire Population of ihe State is to be divided by thirty, every ten year after taking the census. Tim fractions in the Senatorial Districts uro to bo provided for as follows: Being bieiminl Hessions, (the present idea,) the amber of leeifaini in ten years will nf course bo five. The number of the fraction above the ratio is to be multiplied by live, and this product to be divided by the ratio. As many limes ns the ratio is contained, so man? Senators xtra the district is to buve in the ten years. If one, then this one is to be elected for the Inst of tho five sessions; if two, lor the fourth aud fifth, &c. For the House, tho whole population is to ho divided by one hundred, for the ratio, and Cincinnati to be by herself, us for Senator. Each county hating more than half the ratio, is to have n niembor. If the county has tho ratio of one nnd three-fourths, it is to have two members, and then it requires three whole ratios to entitle it to three. The surplus over tho ratio to be disposed of as in the Senate, and flonts to he disposed of in the same way. Under thin plan, eight counties will not ho entitlod lo a Representative. They are to bo formed into districts, enough of them to entitle them to it Representa tive, and are to remain together until all the counties in the district have a population sufficient to entitle them to a Representative. These are tho main features of tho bill. It will he lean that the single district system is thrown over board. We do not like this. Wo think the people of Ohio are looking for, and expect this system. There is a justice and abstract propriety about it that commends it to the (avertible consideration of the thinking men of Ohio. The scheme, it will be seen, is perpetual, and beyond the control of future legislation. This feature we approve. If the details shall bo fairly made, so as to give all parties a proper clmuce, we .shall not feel, (us at present nil vised,) disposed to do other than support the report. Adjournment of the Convention. It is rumored that several members of the Convention talk of adjourning ou or about the 1st of July, aud leave the matter of a new constitution to rest in embryo till some time next fall or winter. We have some doubts of the expediency of this measure. We are afraid all these long winded speeches will be made over again if members go home and recruit till next winter. Mr. Clay presented resolutions, passed unanimously by the constitutional Convention of Kentucky, in favor of the Compromise bill. The question pending being upon Underwood's amend-Blent, providing for testing the boundary of Texas, in the Supreme Court, in case of rejection by that State, of tho proposition made to her in tho bill. The amendment, after additional debate, was rejected, by yeas l(i nayi 24. Mr. Berrien called up his amendment, providing for tho election of one Representative from California, and thnt election of members of Congress not to taku place until after tho pnssno uf tho former bill. After somo debate the amendment was lost. The Senate then adjourned until Monday. House. The debate on the bill granting bounty lauds to soldiers in the last war with Greut Britain, tho Florida war, and Gen. Wayne's Indian war, on motion of I'restun King, was ordered to close at I o'clock todny. The Houeo then went into committee of the Whole oil the state of the Union, and resumed the consideration of the bill. To gat the ratio of population lor Senutors, tho entire Population of ihe State is to be divided by thirty, every ten year after taking the census. Tim fractions in the Senatorial Districts uro to bo provided for as follows: Being bieiminl Hessions, (the present idea,) the amber of leeifaini in ten years will nf course bo five. The number of the fraction above the ratio is to be multiplied by live, and this product to be divided by the ratio. As many limes ns the ratio is contained, so man? Senators xtra the district is to buve in the ten years. If one, then this one is to be elected for the Inst of tho five sessions; if two, lor the fourth aud fifth, &c. For the House, tho whole population is to ho divided by one hundred, for the ratio, and Cincinnati to be by herself, us for Senator. Each county hating more than half the ratio, is to have n niembor. If the county has tho ratio of one nnd three-fourths, it is to have two members, and then it requires three whole ratios to entitle it to three. The surplus over tho ratio to be disposed of as in the Senate, and flonts to he disposed of in the same way. Under thin plan, eight counties will not ho entitlod lo a Representative. They are to bo formed into districts, enough of them to entitle them to it Representa tive, and are to remain together until all the counties in the district have a population sufficient to entitle them to a Representative. These are tho main features of tho bill. It will he lean that the single district system is thrown over board. We do not like this. Wo think the people of Ohio are looking for, and expect this system. There is a justice and abstract propriety about it that commends it to the (avertible consideration of the thinking men of Ohio. The scheme, it will be seen, is perpetual, and beyond the control of future legislation. This feature we approve. If the details shall bo fairly made, so as to give all parties a proper clmuce, we .shall not feel, (us at present nil vised,) disposed to do other than support the report. Adjournment of the Convention. It is rumored that several members of the Convention talk of adjourning ou or about the 1st of July, aud leave the matter of a new constitution to rest in embryo till some time next fall or winter. We have some doubts of the expediency of this measure. We are afraid all these long winded speeches will be made over again if members go home and recruit till next winter. The people did not expect this. Heltter " finish the work," we think. Thirty-first Congress First Session. Washixgto., June 20, 1850. Editor Ohio State Journal: Senate. Mr. Clay presented resolutions, passed unanimously by the constitutional Convention of Kentucky, in favor of the Compromise bill. Mr. King, of commitloe ou Foreien relations, report ed u joint resolution authoriziag the presentation of a gold medal to Captain Cook, of the bark Surah, in to-ken ol appreciation of his services in rescuing passen gers aud crew of American ship Griiushaw, destroyed by fire atsea. Passed. The Omnibus hill was taken up at 1 o'clock. The question pending being upon Underwood's amend-Blent, providing for testing the boundary of Texas, in the Supreme Court, in case of rejection by that State, of tho proposition made to her in tho bill. The amendment, after additional debate, was rejected, by yeas l(i nayi 24. Mr. Berrien called up his amendment, providing for tho election of one Representative from California, and thnt election of members of Congress not to taku place until after tho pnssno uf tho former bill. After somo debate the amendment was lost. The Senate then adjourned until Monday. House. The debate on the bill granting bounty lauds to soldiers in the last war with Greut Britain, tho Florida war, and Gen. Wayne's Indian war, on motion of I'restun King, was ordered to close at I o'clock todny. The Houeo then went into committee of the Whole oil the state of the Union, and resumed the consideration of the bill. The committee then proceeded to vote on various amendments proposed, but one amendment was offered by Mr. Hubbard, pending which tho committee arose. The House then adjourned. Pittsburgh, June 21.
