Mr Anthony, from the committee on the Judiciary, reported against the expediency of legislative aolion in the cage of Anthony )pp, a debtor in the Fairfield county jail; which was agreed to, and the committee were discharged from the further consideration of the subject. Air Spangler, from the committee on Claims, to whom was referred the account of Samuel Thompson, for cleaning and repairing the arms belonging lo the Stale, reported a resolution, providing lor the payment of $380 fortho same; which wai laid on the table. Mr Anthony, from the committee on the Judiciary, to whom was referred the petition from citizens of the town of Franklin, Warren county, praying that the Corporate Authorities may bo authorized to grant li censes to grocers and retailers of ardent spirits, and tho remonstrance against the same, reported against the prayer of the petition, as unreasonable, and that it ought not to be granted; which wai agreed to. Mr Anthony, also from tho committee on the judiciary, to whom was referred the Message of the Governor, in relation to the Northern IJoundary of the State, with other documents, reported a preamble and resolu tions on the subject, declaratory of the right of Ohio, as denned by the adoption 01 tne Constitution, in 14)2. The yeas and nays being taken, the preamble and resolutions were agreed to, unanimously. Mr Anthony, from tho same committee, to whom was referred the application of J vm Watson, to bo rufunded the prico of land erroneously entered at the State Land Office, reported that, under the act for the relief of purchasers of Ohio and Miami Ca nal lands, passed Feb. 27, 18:34, the Auditor 01 State was autnorizea to gram reuei in the case referred to; and recommended that the committee be discharged from the fur ther consideration of the subject; which was agreed to. BILLS REPORTED. By Mr Whittlesey, from the committee on tho Judiciary; a Dill to amenu an aci iur granting licenses, &c. in certain cases, passed March 14, By .Mr Howard; a bill to provide for the erection of the townships of Sulphur Springs, I'leaeant, and Adams, in the county of Seneca; also, a bill to incorporate tho Huron Iron Company-read the first time. OHIO AND PENNSYLVANIA CANAL RILL. The bill from the House, to amend the act incorporating the Ohio and Pennsylvania Canal Company, with amendments, was read the third tune and passed. Mr Spangler offered for adoption the following resolution; which was laid ou tho table: Resolved, by the General Assembly of the Slate of Ohio, That the Canal Commissioners bo, and they aro heroby instructed, to cause a survey to bo made of the Hock-hocking Valley, from tho termination of the Lateral Canal, in tho town ol Lmcaater, in Fairfield coun'y, to the town of Athons, in Athens county; and that they cause tne necessary esiimiitcs to be made, of the proba ble cost of constructing a navigable communication from the said Lateral Canal to Athens, by creating slack water by dams, or bi Canal, or both, and report to the Le gislature, at their next session, tire result of such survey anil eslunatos; anu aiao, weir opinion as to the practicability of construct' ing such navigable communication; and whether such an improvement wouiuoe oe neficial to the Stale generally: together with such other facts in relation to the Valley of the Hockhocking, as they may deem necessary. THREE PER CENT. FUND. Tho Senate then resolved itself into a committee of tho whole, Mr Shepler in the chair, on the bill to amend the act for the distribution of the three per cent. Fund, and reported the same back with an amendment striking out the first suction, save the onacl-ing clause. Mr McMechan, from the committee on Finance, roported back the bill to provide for the investment of the Sinking Fund, with sundry amendments; which were agreed to. On motion, the committee of the whole was discharged from the bill from the House, to establish and rogulate a Ferry across the Maumee river, at the town of Maumee, in the county of Wood; and, aflor aomo discussion, on motion of Mr Steele, Ihe bill was indefinitely postponed, without division. COMMITTEE OF THE WHOLE. The bill from the House, lo amend the act pointing out the mode of levying taxes, was considered in comuntteo or the whole, Mr Whittlesey in the chair, and reported to the Senate, with some amendments; which were agreed to. After various unsuccess ful motions further to amend the bill, and considerable discussion, in which Messrs Hawkins, Anthony, McDowell, Osborn, Spangler, and other Senators took part, the bill was indefinitely postponed yeas 17, nays 14. BOUNDARY LINK. On motion of Mr Anthony, the bill defining the Northern Boundaries of certain counties within this State, and for other purposes, was taken up in committee of the whole, Mr Morris in the chair; and several amendments having been adopted, the committee rose and reported. On motion of Mr Anthony, the bill was then laid on the table, and the amendments ordered to be printed. IIOUSU OF REPRESENTATIVE. Also, the following bills from the Senate, viz: A bill lo incorporate the Regular Baptist Church and Society called liethany, at Wonalor, Wayne county, O iio; and a bill to incorporate the Clifton Manufacturing Company. The joint resolution nn the table, propo sing an adjournment of this General Assembly on the 2d day of March next, was then taken up tor consideration; when, after an animated debate, in the course of which the resolution was so amended as to substitute ihe 9th day of March for the 2J, the resolution was agreed to. BOUNDARY LINK, On motion ol Mr Hawkins, tho bill on the subject of the Northern Boundary lino with the amendments made in committee ol the whole, was taken up. The Speaker laid before the Senate a communication from the Board of Canal Commissioners, in answer to a call for information on the subject of the construction of a Lock opening a passage for boats from the Ohio Canal, to the Reservoir, at the Licking Summit; in which the Commissioners stated, that the work bad been deferred, in consequence of other contemplated improvements; which would supersede Ihe necessity of the Lock; and which would be completed, in the course of the ensuing summer. The Senate then proceeded to the orders of ihe day; when various bills of a local nature were considered in committee nf Ihe whole; and, having passed the usual legis lative action, were ordered to their third reading to-morrow. Mr Johnson, from the committeo to which was recommitted tho bill Ibr the relief of Abner Enoch, reported the same back with an amendment, roforringssid Enoch's claim to Jeremiah Morrow, Anthony Howard Dunlevy, and Samuel Forrer, as special Commissioners, with instructions to examine and audit tho same on equitable, princi- ple-,and directing the Canal Commissioners to pay the amount which said special Com missioners shall rind lo be due, out of the Canal Fund. Mr Kendall, from the select committee, to whom wss referred the resolutions submitted by Mr McKaig, lo inquiro into the expediency of authorizing the Governor to employ one or more experienced Engineers to survey, Sta. the rout of a Canal from some point on the Ohio Canal, to the west lino of Pennsylvania, ate. reported unfavor ably on such further survey, until the State shall determine on the surveys already made, whether she shall undertake the con struction of any of them; also, an amend ment to one of the bills referred to them at the same time laid on the table and order ed to be printed. Mr Anthony, from the committee on the Judiciary, reported against the expediency of legislative aolion in the cage of Anthony )pp, a debtor in the Fairfield county jail; which was agreed to, and the committee were discharged from the further consideration of the subject. Air Spangler, from the committee on Claims, to whom was referred the account of Samuel Thompson, for cleaning and repairing the arms belonging lo the Stale, reported a resolution, providing lor the payment of $380 fortho same; which wai laid on the table. Mr Anthony, from the committee on the Judiciary, to whom was referred the petition from citizens of the town of Franklin, Warren county, praying that the Corporate Authorities may bo authorized to grant li censes to grocers and retailers of ardent spirits, and tho remonstrance against the same, reported against the prayer of the petition, as unreasonable, and that it ought not to be granted; which wai agreed to. Mr Anthony, also from tho committee on the judiciary, to whom was referred the Message of the Governor, in relation to the Northern IJoundary of the State, with other documents, reported a preamble and resolu tions on the subject, declaratory of the right of Ohio, as denned by the adoption 01 tne Constitution, in 14)2. The yeas and nays being taken, the preamble and resolutions were agreed to, unanimously. Mr Anthony, from tho same committee, to whom was referred the application of J vm Watson, to bo rufunded the prico of land erroneously entered at the State Land Office, reported that, under the act for the relief of purchasers of Ohio and Miami Ca nal lands, passed Feb. 27, 18:34, the Auditor 01 State was autnorizea to gram reuei in the case referred to; and recommended that the committee be discharged from the fur ther consideration of the subject; which was agreed to. OHIO AND PENNSYLVANIA CANAL RILL. The bill from the House, to amend the act incorporating the Ohio and Pennsylvania Canal Company, with amendments, was read the third tune and passed. Mr Spangler offered for adoption the following resolution; which was laid ou tho table: Resolved, by the General Assembly of the Slate of Ohio, That the Canal Commissioners bo, and they aro heroby instructed, to cause a survey to bo made of the Hock-hocking Valley, from tho termination of the Lateral Canal, in tho town ol Lmcaater, in Fairfield coun'y, to the town of Athons, in Athens county; and that they cause tne necessary esiimiitcs to be made, of the proba ble cost of constructing a navigable communication from the said Lateral Canal to Athens, by creating slack water by dams, or bi Canal, or both, and report to the Le gislature, at their next session, tire result of such survey anil eslunatos; anu aiao, weir opinion as to the practicability of construct' ing such navigable communication; and whether such an improvement wouiuoe oe neficial to the Stale generally: together with such other facts in relation to the Valley of the Hockhocking, as they may deem necessary. THREE PER CENT. FUND. Tho Senate then resolved itself into a committee of tho whole, Mr Shepler in the chair, on the bill to amend the act for the distribution of the three per cent. Fund, and reported the same back with an amendment striking out the first suction, save the onacl-ing clause. The bill from the House, lo amend the act pointing out the mode of levying taxes, was considered in comuntteo or the whole, Mr Whittlesey in the chair, and reported to the Senate, with some amendments; which were agreed to.
