" : , K i.i ii : tO THE COURT OF COMMON PLEAS, IN AND POR KNOX COUNTY, OHIO : The nndereigried Commissioner of said Coaaty, represent that the Annual Se tile-men t with the Auditor and Treasurer of said Count herewith : filed and made apart of thia Report, will sire m correct statement cf the Receipts and Disbursements -since the Report naae or the June settlement in 183. The IsstAnnual Settl ement did not include the Taxes eollectedfor the jear 1858 after the settlement for the first half of said years taxes, the resent settlementinelofes the taxes of 1858, payable in June 1859, the taxes of 1859 payable December 1859, as well as the taxes of said year payable in J one 1 860. It also covers the expenses of the county for a period of fifteen months. , This arrangement has been brought about by the law authorising the Semi Annual payment of tax? a, and the act of February 8th I860, changing the time for making the Annual Settlement. Hereafter the fiscal year will commence and end on the first, Monday in September in each year, instead of the 1st Monday of June as heretofore. . The statement attached baa been condensed to some extent, with the view of aaring expense in the publication thereof. The amounts accounted for in the three several settlements with the Treasury, insaid period: of fifteen months, for taxes collected on the duplicate, as well as the amount of orders redeemed by the Treasurer in said time, will be to some extent summed up together. The whole will be found set forth in detail in the ledger kept in the Anditor'a office. Since our last report, as will appear from the present exhibit, we hare expended $1,028 7, mainly in repairing damages done by water to Norton's Bridge, and the road from lit. Vernon to Homer, west of Brandon. The moneys expended at Norton's Bridge were actually necessary to prevent the stream from forming a new channel and leaving the bridge on the west side of the same. That at Brandon was to save the expenses of locating a new. road, dee. Since said term, it will also appear, that we have expended $2,988 80 in repairing the old Infirmary buildings and erecting anew one, fusoishing the same, dec. The dangerous and dilapidated condition and insufficient sixe of the old buildings, and the great number and condition of the paupers to be provided for, made thisomlay an act of actual necebsity. We put up a good, subtantial frame building 24 by 50 feet, two stories high containing some eighteen rooms with good foundation pine roof, &c AUoj a brick building 18 by 47 f-et for kitchen and dining room with cellar underneath, tin roof, &c The old buildings were re-roofed, painted, new floes put in, cut stones for stove p?pes to pass through were placed at all points where the pipes passed near wood work, a large amount of plastering was done, &c. Some repairs and alterations were also made on tbe-out-baildings and fences. The hands engaged in doing this work were boarded at the Infirmary and will go to swell the expenses of supporting the establishment. The sum of 525 was allowed Mrs. Green but of the County Fund for the extra trouble she was at while said improvements were bein- made. For the purpose of providing a fund for eventually meeting the expenses of said improvements, we sold that portion of the Poor House farm lying in Clinton town ship, containing about 74 acres for $2950, being $40 per acre; Considering that from 10 to 15 acres of this land is rendered little better than a waste by Dry-Creek and the right of way heretofore sold for some $750 to the S., Mt. V., & P. Railroad Co., and also the poor quality of a considerable portion of said tract and its entire destitution of timber, we think the sale was made for a full consideration, and that notwithstanding all that has been said to the contrary the sale and improvement so made by us, will be approved by every unbiased man who will make himself sufficiently acquainted with the facts in the premises to judge of the matter. " We have also ince our last report made arrangements for erecting seventeen new bridges one of 330 feel in length ; one of 140 feet ; six of 60 feet; three of 50 feet, three of 40 feet; two ol 30 feel and one of 20 feet. All of said bridges are situated in portions of the county which have heretofore been but little benefited by moneys expended on such improvements. We expect to have all the bridges so commenced.not yet . finished, completed the present season. The expense of this work will be mainly met out of the mill of road tax set apart for that purpose in the years 1859 and 1860. - We have applications p-nding before m'for; bridges at the following points, to wit : At Banning's mill.Swan's Fording, and at the fording south of Fredericktown in Morris township, at Ltlley'a in Wayne township, at U ate man's in Middleburg township, at Merrins in Berlin township, at Troutman's in ; Hrriion township, at Oreersrille in in Jefferson township, at Kinney mill in Clinton township. Other points have been spoken of, and there is no doubt but that there are numerous other place where bridges of a smnller class could be put up to the great convenience of the people. Our intentions are to put up soma four or five of the principle bridges above alluded to next s-asoo, and in course of a few years to put up a good pei manent and substantial bridge at every considerable poin: in the county when such a convenience is needed.' : ' " .. j.-' .; la expending the money set apart for bridges, we have not always been able to satisfy ihe persons interested, nor to do it entirely to our own satiitactijn. .The inhabitants of some sections of the county may feel that they have not bad justice done them-none more so than the citizen of Morris Township; next year we hope to make amends for past neglect. In our last report we ealied your attention to the large amount expended in upholding our criminal laws and made some suggestions with a view of curtailing the expenses in that direction. We are gratified by comparing this report with last years thta saving of about $1000 for the last 15 months has been made over the expeudi-tares for that purpose for the 1 2. preceeding months. This saving is mainly owing to the course pursued by your Honor in your charges to the Grand Jury and the cautious and prudent conduct of our Prosecuting Attorney. It is a step in the right direction, which we hope will b) followed up and improved upon in the future. In looking over the exhibit attached, it will be found that the expenses for county purposes appears somewhat larger than usual, yet when we take into view that it covers a period of 15 months, and that it includes $1000 expended on Norton's Bridge and the road at Brandon, nearly three thousand expended in improvements on the'Poor House farm; about $2,500 the expense of the late appraisement of real esta'e in the county neaily $600 lor an iron fence around the Court House lot and about $1300 for printing. Ii will be found that if the genera expenses hare not been "reduced they have at least not exceeded that of former years. In consequence of the payment of the Uies semi annually we have not been able to meet the interest fully on our bonds issued for the C. L. Erie Railroad as it fell due, we have increased the levy for that purpose the present year with the view of preventing such an occurrance for the future. During the last year several creditors of John R. Robinson have united In bringing suit against ns in Licking county Common Pleas with the view of having the 24,000, pid thia county at the time of the last sale of otock in said road, taken from us and appropriated to the payment of these claims against said Robinson. We have no fears of an unfavorable termination of said proceeding, yet it will necessarily put the county to the expense and trouble of defending the same. Some progress has been made in the suit against Amos Nichols on his bond given to the county for eounty bonds and io paying his stock to the S. Mt. V. & P. Railroad company. Since our last rep rt, a iu Jgment was rendered against him'in the Common Pleas, for the interest due. He appealed to the District Court and the ease was not reached at the late session of the said Court, In the meantime no interest has been paid on the bonds issued for the benefit of the stockholders in said road. We hope for the honor of our county, that we may have a speedy and successful termination: of said suit and that those who have invested their monies in our bond will receive their interest as it falls due and that it will come from the stockholders of said road rather than from the taxp tyers of the county. We have not thought it proper to incumber our report by setting out all our acts and doings, our journal and the books in the Auditor's office are free to be examined by atl and will show them more fully and satisfactory than can be done in this report. . . c . " : , K i.i ii : tO THE COURT OF COMMON PLEAS, IN AND POR KNOX COUNTY, OHIO : The nndereigried Commissioner of said Coaaty, represent that the Annual Se tile-men t with the Auditor and Treasurer of said Count herewith : filed and made apart of thia Report, will sire m correct statement cf the Receipts and Disbursements -since the Report naae or the June settlement in 183. The IsstAnnual Settl ement did not include the Taxes eollectedfor the jear 1858 after the settlement for the first half of said years taxes, the resent settlementinelofes the taxes of 1858, payable in June 1859, the taxes of 1859 payable December 1859, as well as the taxes of said year payable in J one 1 860. It also covers the expenses of the county for a period of fifteen months. , This arrangement has been brought about by the law authorising the Semi Annual payment of tax? a, and the act of February 8th I860, changing the time for making the Annual Settlement. Hereafter the fiscal year will commence and end on the first, Monday in September in each year, instead of the 1st Monday of June as heretofore. . The statement attached baa been condensed to some extent, with the view of aaring expense in the publication thereof. The amounts accounted for in the three several settlements with the Treasury, insaid period: of fifteen months, for taxes collected on the duplicate, as well as the amount of orders redeemed by the Treasurer in said time, will be to some extent summed up together. The whole will be found set forth in detail in the ledger kept in the Anditor'a office. Since our last report, as will appear from the present exhibit, we hare expended $1,028 7, mainly in repairing damages done by water to Norton's Bridge, and the road from lit. Vernon to Homer, west of Brandon. The moneys expended at Norton's Bridge were actually necessary to prevent the stream from forming a new channel and leaving the bridge on the west side of the same. That at Brandon was to save the expenses of locating a new. road, dee. Since said term, it will also appear, that we have expended $2,988 80 in repairing the old Infirmary buildings and erecting anew one, fusoishing the same, dec. The dangerous and dilapidated condition and insufficient sixe of the old buildings, and the great number and condition of the paupers to be provided for, made thisomlay an act of actual necebsity. We put up a good, subtantial frame building 24 by 50 feet, two stories high containing some eighteen rooms with good foundation pine roof, &c AUoj a brick building 18 by 47 f-et for kitchen and dining room with cellar underneath, tin roof, &c The old buildings were re-roofed, painted, new floes put in, cut stones for stove p?pes to pass through were placed at all points where the pipes passed near wood work, a large amount of plastering was done, &c. Some repairs and alterations were also made on tbe-out-baildings and fences. The hands engaged in doing this work were boarded at the Infirmary and will go to swell the expenses of supporting the establishment. The sum of 525 was allowed Mrs. Green but of the County Fund for the extra trouble she was at while said improvements were bein- made. For the purpose of providing a fund for eventually meeting the expenses of said improvements, we sold that portion of the Poor House farm lying in Clinton town ship, containing about 74 acres for $2950, being $40 per acre; Considering that from 10 to 15 acres of this land is rendered little better than a waste by Dry-Creek and the right of way heretofore sold for some $750 to the S., Mt. V., & P. Railroad Co., and also the poor quality of a considerable portion of said tract and its entire destitution of timber, we think the sale was made for a full consideration, and that notwithstanding all that has been said to the contrary the sale and improvement so made by us, will be approved by every unbiased man who will make himself sufficiently acquainted with the facts in the premises to judge of the matter. " We have also ince our last report made arrangements for erecting seventeen new bridges one of 330 feel in length ; one of 140 feet ; six of 60 feet; three of 50 feet, three of 40 feet; two ol 30 feel and one of 20 feet. All of said bridges are situated in portions of the county which have heretofore been but little benefited by moneys expended on such improvements. We expect to have all the bridges so commenced.not yet . finished, completed the present season. The expense of this work will be mainly met out of the mill of road tax set apart for that purpose in the years 1859 and 1860. - We have applications p-nding before m'for; bridges at the following points, to wit : At Banning's mill.Swan's Fording, and at the fording south of Fredericktown in Morris township, at Ltlley'a in Wayne township, at U ate man's in Middleburg township, at Merrins in Berlin township, at Troutman's in ; Hrriion township, at Oreersrille in in Jefferson township, at Kinney mill in Clinton township. Other points have been spoken of, and there is no doubt but that there are numerous other place where bridges of a smnller class could be put up to the great convenience of the people. Our intentions are to put up soma four or five of the principle bridges above alluded to next s-asoo, and in course of a few years to put up a good pei manent and substantial bridge at every considerable poin: in the county when such a convenience is needed.' : ' " .. j.-' .; la expending the money set apart for bridges, we have not always been able to satisfy ihe persons interested, nor to do it entirely to our own satiitactijn. .The inhabitants of some sections of the county may feel that they have not bad justice done them-none more so than the citizen of Morris Township; next year we hope to make amends for past neglect. In our last report we ealied your attention to the large amount expended in upholding our criminal laws and made some suggestions with a view of curtailing the expenses in that direction. We are gratified by comparing this report with last years thta saving of about $1000 for the last 15 months has been made over the expeudi-tares for that purpose for the 1 2. preceeding months. This saving is mainly owing to the course pursued by your Honor in your charges to the Grand Jury and the cautious and prudent conduct of our Prosecuting Attorney. It is a step in the right direction, which we hope will b) followed up and improved upon in the future. In looking over the exhibit attached, it will be found that the expenses for county purposes appears somewhat larger than usual, yet when we take into view that it covers a period of 15 months, and that it includes $1000 expended on Norton's Bridge and the road at Brandon, nearly three thousand expended in improvements on the'Poor House farm; about $2,500 the expense of the late appraisement of real esta'e in the county neaily $600 lor an iron fence around the Court House lot and about $1300 for printing. Ii will be found that if the genera expenses hare not been "reduced they have at least not exceeded that of former years. In consequence of the payment of the Uies semi annually we have not been able to meet the interest fully on our bonds issued for the C. L. Erie Railroad as it fell due, we have increased the levy for that purpose the present year with the view of preventing such an occurrance for the future. During the last year several creditors of John R. Robinson have united In bringing suit against ns in Licking county Common Pleas with the view of having the 24,000, pid thia county at the time of the last sale of otock in said road, taken from us and appropriated to the payment of these claims against said Robinson. We have no fears of an unfavorable termination of said proceeding, yet it will necessarily put the county to the expense and trouble of defending the same. Some progress has been made in the suit against Amos Nichols on his bond given to the county for eounty bonds and io paying his stock to the S. Mt. V. & P. Railroad company. Since our last rep rt, a iu Jgment was rendered against him'in the Common Pleas, for the interest due. He appealed to the District Court and the ease was not reached at the late session of the said Court, In the meantime no interest has been paid on the bonds issued for the benefit of the stockholders in said road. We hope for the honor of our county, that we may have a speedy and successful termination: of said suit and that those who have invested their monies in our bond will receive their interest as it falls due and that it will come from the stockholders of said road rather than from the taxp tyers of the county. We have not thought it proper to incumber our report by setting out all our acts and doings, our journal and the books in the Auditor's office are free to be examined by atl and will show them more fully and satisfactory than can be done in this report. . . c .
