We refer to (bis became many oeoole are aixfat the impression that tbe Com- miscionere am accountable for the high tales tbey sreemspellerl to pay, while la feel less than one hnndielb part of tbe taxes collected tbe last year has been expended under their direction.Without intending to cast redactions on any one connected with tbe administration of our criminal code, we cannot help believing that if Oar Justices, Constables, Sheriff Prosecuting : Attorneys, Grsod Juron, your Honorable Court 1 itself as well af all good oitisens would do more to discourage doubtful prosecutions and to sustain meritorious ones and to avoid all unnecessary cost, a much lea expenditure of money would be sufficient to effect the object of onr ' criminal laws. Aa will be seen from tbe account attached the expenses connected with tbe enforcement of our criminal laws for tbe last year wilt amount to something near $4000, full one fourth of the County expenses. A considerable sum could also be saved each year, by having suitable apartments fitted np at the County Infirmary for the accommodation of insane persona. Such persons can be maintained there for less tbsn one half what the raw 'allows our Jailor for maintaining the same. . The Infirmary directors could also save some hundreds of dollars each year by having an addition attached to the Infirmary building. They have frequently been compelled to provide for out door pauperi for want of room, at a much greater expense than would have been necessary if they had had room for ibem in the Infirmary. At the March session of ( Commissioners, undertbe Act of April 12, 1858, we set apart one-hclf of the road tax of the present year to be collected in money, to be laid out in putting up Bridges. It is designed by us to expend this sum in snob a way as to benefit those portiona of the County not heretofore benefited , by bridges and at tbe same time with some regard to the Townships and sections from which tbe moneys will mostly be raised. If a similar amount is set apart for that purpose for the next four years, a good substantial bridge can be put up at every point in the county where one i necessary. If our county was so bridged, the increased value it would give to our lands would far more than cover tbe the expenditure of erecting them, to say nothing of the great convenience it would be to a large majority of our ta payers. SornedissatisfaO' iion will necessarily be emitted in locating the lite for the bridge to be put np the present sea ion. We' will expect those who are in waul of luch improvement to lienriu mind the impossibility of providing for nil nt the same lime, and that if we should err this year, we will correct it noxt. Tbe legal points determined in this case are such as to leave no doubt but what a favorable result will follow in the Common Pleas. It will in all probabili y be appealed, when it will bo disposed of in the District Court, with the mass of business lied up there and the inefficient means provided for dis . posing of it is not easily told. As for all pur other acts and proceedings, they will be fonnd , entered upon the Journal open to any Commit tee appointed br tbe Court to examine at all reasonable times and to all others, We deem it ; proper to say that owing to the change in the Mnode of collecting taxes and making settlement ttarpi annually, we were under tbe impression at tout June session that the time for making tbe report had been extended until the settlement between the Auditor aad Treasurer in August covering tbe moneys paid in after tha February settlement had been made. In this we were ,ictaken, but as there has been no ' Court since .omt meeting in June at which any order could ,b made in relation to our Report, we presume uuur arror will be of but little importance. We refer to (bis became many oeoole are aixfat the impression that tbe Com- miscionere am accountable for the high tales tbey sreemspellerl to pay, while la feel less than one hnndielb part of tbe taxes collected tbe last year has been expended under their direction.Without intending to cast redactions on any one connected with tbe administration of our criminal code, we cannot help believing that if Oar Justices, Constables, Sheriff Prosecuting : Attorneys, Grsod Juron, your Honorable Court 1 itself as well af all good oitisens would do more to discourage doubtful prosecutions and to sustain meritorious ones and to avoid all unnecessary cost, a much lea expenditure of money would be sufficient to effect the object of onr ' criminal laws. Aa will be seen from tbe account attached the expenses connected with tbe enforcement of our criminal laws for tbe last year wilt amount to something near $4000, full one fourth of the County expenses. A considerable sum could also be saved each year, by having suitable apartments fitted np at the County Infirmary for the accommodation of insane persona. Such persons can be maintained there for less tbsn one half what the raw 'allows our Jailor for maintaining the same. . The Infirmary directors could also save some hundreds of dollars each year by having an addition attached to the Infirmary building. They have frequently been compelled to provide for out door pauperi for want of room, at a much greater expense than would have been necessary if they had had room for ibem in the Infirmary. At the March session of ( Commissioners, undertbe Act of April 12, 1858, we set apart one-hclf of the road tax of the present year to be collected in money, to be laid out in putting up Bridges. It is designed by us to expend this sum in snob a way as to benefit those portiona of the County not heretofore benefited , by bridges and at tbe same time with some regard to the Townships and sections from which tbe moneys will mostly be raised. If a similar amount is set apart for that purpose for the next four years, a good substantial bridge can be put up at every point in the county where one i necessary. If our county was so bridged, the increased value it would give to our lands would far more than cover tbe the expenditure of erecting them, to say nothing of the great convenience it would be to a large majority of our ta payers. SornedissatisfaO' iion will necessarily be emitted in locating the lite for the bridge to be put np the present sea ion. We' will expect those who are in waul of luch improvement to lienriu mind the impossibility of providing for nil nt the same lime, and that if we should err this year, we will correct it noxt. We uro lully aware of the blighting effect, of thajato frost, upon the prospects of our Inr-mars and of the opposition that some men may raise to an expenditure tor bridges the present sesson. Fur the infnrmntion of such and our own justification, we will here any that wo set apar. at our M.ircb session tho proportion 'of the rodil tnic to be collect":! in money for that purpose long before the frost cut off your prospects of ft bountiful crop. In addition to the moneys we have set apart for the pnrposo of erecting bridges, we expect to realize in the coarse ofthe next twenty four months some 1 3000. out of surplus Revenue moneys, in the course of collections which we intend to ose lor that purpose. Tbe legal points determined in this case are such as to leave no doubt but what a favorable result will follow in the Common Pleas. It will in all probabili y be appealed, when it will bo disposed of in the District Court, with the mass of business lied up there and the inefficient means provided for dis . posing of it is not easily told. As for all pur other acts and proceedings, they will be fonnd , entered upon the Journal open to any Commit tee appointed br tbe Court to examine at all reasonable times and to all others, We deem it ; proper to say that owing to the change in the Mnode of collecting taxes and making settlement ttarpi annually, we were under tbe impression at tout June session that the time for making tbe report had been extended until the settlement between the Auditor aad Treasurer in August covering tbe moneys paid in after tha February settlement had been made.
