Full Text	A-40-2 Wheeling April 9, 1816 Friend Rotch, I am very sorry to suffer your messenger to go back empty, but it is utterly impossible for us, at present, to do otherwise. If by any means whatever it can, it shall be paid during the summer. I feel as much anxiety to pay as you to be paid.
