It is my honest opinion that the surest way of bringing about a Jewish persecution in the United States is for the Jews to continue to support and help propagate the Com¬ munist cause both at home and abroad."

BERLIN (WNS)—An important step toward the ghettipization of Ger¬ man Jewry was taken by the Jewish community bf Breslau when it decided to establish its own beth din to settle disputes between Jews. It is «ndei> stood that if the court begins tb func¬ tion it will displace the Nazi courts in all cases involving legal matters between Jews and, Jews. It is under¬ stood that if the Breslau beth din, the first of its kind in modern Ger¬ many, is successful, similar courts will be established in all other Jew¬ ish communities throughout Ihe coun¬ try. The object of the court is to remove Jewish legal matters from Ihe jurisdiction of the Nazi courts from which Jewish attorneys are excluded and where Nazi prosecutors exploit Jewish cases for anti-Semitism.

149 Anti-Nazi Groups Vote to Unify Activities

Dri Qiaim Weizmann, president of' the World Zionist Organization, and David Ben Gurion, chairman of the Jewish Agency Executive, and to lay before them the attitude of American Zion¬ ists on tlic critical political siiu.-ition in Palestine, in ildvaiice of the World Zioriist Congress. This decision was reached at thc closing business session of the 'lOlli annual convention ot the Zionist Organization of America in response to a' c.iblc<l invitation frpm Dr. Weizmann and Mr. Ben Gurion to Dr. Wise and other leading Ameri¬ can Zionists to hasten to London. The invitation wa.'j interpreted as a speedy reply on the part of the World Zionist leadership to the public ex¬ pression of regret by Dr. Wise, president of the Z. O. Labor Leads in Complete Zionist Congress Elec¬ tion Returns
NEW YORK (WNS)—Com¬ plete but unofficial returns from the elections for American dele¬ gates to the World Zionist Con¬ gress leave the party standing unchanged from earlier reports, with Ticket No. 2 of the Labor- lies leading with 36,296 votes. In second place is Ticket No. 1 of ,the General Zionists, with 23,532 votes, followed by Ticket No. 3 of the Mizrachi, with 18,709 votes, Ticket No. 3 of Hadassah with 18,265 votes, and. Ticket No. 4 of the Jewish State Party with 785 votes. The total vote was 97,647. HOTEL ROOSF.VELT, NEW YORK (WNS)—Fully endoi'scd by a unaniinous Zionist rank aiid fil'p, a united American Zionist leadership unequivocally rejected thc proposed partition of the Jewish Homeland at the 40th annual convention of tiie Zionist Organization of America. Although it is still problematical whether the Royal Commission will propose the division of Palestine into Jewish and Arab states, American Zionists went on record.against any and all tampering with the present geographic boundaries bf Eretz Is¬ rael. Dr. Stephen S. Wise, president of the Z. 0. A., sounded the keynote of thc anti-partition feeling in liis presidential message when' he de¬ clared that American Zionists would under , no circumstjmces surrender their views regardless bf what the World Zionist Organization may do ill this matter.
, The 40th Z. O. A. conventipn, climaxing 40 years of Zionist activity in Ahierlca, was marked by a new high in attendance and enthusiasm. Clpse to 700 delegates and twice that many guests iind visitors responded unanimously to the exhortations of Dr. Wise, I.ouis Lipsky and Rabbi Abba Hillel Silver, all of whom pro¬ claimed the sovereignty of the Zionist movement, in, Jewish life and pledged the Zionists of America to the con¬ tinuance of the upbuilding of Pales¬ tine, come what may in its political destiny.
Dr. Wise's address was^ in many respects thc most significant utterance on fundamental Zionist issues m.idc by an American Zibriist since the re turn of Dr. Chaim Weizmann, to World Zionist leadership. The presi¬ dent of the Z. 0. A. proclaimed the maturity ot the American Zionist or¬ ganization, demanding for it full par¬ ticipation in'all World Zionist affairs. Citing the :United States as a factor of almost equal importance with Great Britain in the present Zioni.<it political crisis, he deplored the fact that World Zionist leadership had apparently minimized, the role of America. He also emphasized that American Zionists shpuld Imve been heard at the Rpyal Commission hear¬ ings, that thc World Zionist Cpn- gress .Shbuld be: held in New Ybrk pr Washingtpn in 'Octpber after,the publicatipn of the Royal Commis¬ sion's i-eport and that the Z: O. A. should no longer be only a fund-rais¬ ing instrument.
It must be noted, however, that at' no time.did Dr. Wise'challenge or criticize the present leadership pf the World Zionist Organization. His complaints were rather in the form of respectful regrets that these vital as¬ pects of the contemporary Zionist situation were not sufficiently appre¬ ciated in London and Jerusalem. He employed a similar tone in scoring— without naming anyone—those Zion¬ ists who arc kiipwn to be flirting with the acceptance of the partition plan. In referring to the recent elec¬ tion of American delegates to the World Zipnist Congress^ Dr. Wise intimated that if thc Congress did not change the present system of elec¬ tions he would withdraw from fund- raising activities for Palestine and also from active leadership in the Zipnist prganizatipu.
That Dr. Wise expressed the pplicy of a united Zionist leadership in America was confirmed when Rabbi Abba Hillel Silver of Cleveland spoke with indignation about the .proposed "microscopic" Jewish state and when Louis Lipsky re-echoed his senti¬ ments in a brilliant speech.
In the course of his address Dr. Wise declared that the outcome of the Congress elections in America would have been different "had our comrades bf the Poale Zion and the Mizrachi devoted their service to the United Palestine Appeal with the as¬ siduity with which we of the Zionist Organization gave ourselves to its service" and emphasized that "the elections would not have taken place if party advantage had meant less, and unity and effectiveness in the in¬ terest of   our   imperiled   cause had
meant more." He insisted that at Ihe Zurich Congress "we ' insist^ that the. rules shall: not again make-possible— perhaps inevitable—the abortive re¬ sults of the recent election. The Z. O. A. is nnt tP be penalized because its majpr devotion is iiPt to the sale of shekolim."
Revicwhig tlie political situatipn, he deplored, thc fact that American' Zionists had yielded their better judg¬ ment and not insisted on appearing before the Royal Commission, and declared that "the time has come for us to consider whether in the light of present circumstances it is not fPr us at times tb reach .decisions which are not to be reyersedior vetoed by Lon¬ don or Jerusalem." He stressed the need of common counsel and discus¬ sion in thc present situation, outlined the important influence Aincrican Zionist leaders exercised last .summer in London in averting thc danger of a' stoppage of Jewish ¦ immigration' to Palestine and suggested that with re¬ gard to the political situation Ameri¬ can Zionism had, reached a, "maturity justifying independent action' without arousing any feeling of disloyalty to the World Zionist Congress or the Jewish Agency Executive, whatever their ppsition , might be.'! , On the matter,of partition, he said "a par¬ titioned, divided, truncated Palestine would no more be Palestine than Eng¬ land would be England without Scotr land and Wales," and branded Zion¬ ists who lean toward acceptance bf partition as "histrionic hotheads" who are mbre avid fbr the name "Jewish state" and the reality of a Jewish National Home.
The oratorical highlight of the con¬ vention was the impassioned speech of Rabbi Silver, who bitterly assailed ¦ thc "failures, blunders, inaction and non-cooperation"' of the Palestine government and warned that "a par¬ tition of Palestine will make of every Jew a Revlsionfst." Asserting that "to: whatever microscopic proportions the Jewish Homeland in Palestine will finally be reduced, it will still be a red flag in the eyes of Arab irre¬ dentists," Rabbi Silver emphasized that "to the problem of Palestine to¬ day there is no other logical solutioii than that which the Zibnists have been advocatuig ever since 1917—a complete and loyal fulfillment fif the terms ol the Mandate."
