U.S. Delegation
Reports Condition
Of Israeli POWs
WASHINGTON (JTA)-
The head of a delegation of
seven Congressmen who returned to Washington last
week after a tour of the Middle East said there are 11
Israeli prisoners of war in
Lebanon, according to a
briefing the group received
from the International Red
Cross (IRC) in Damascus.
Rep. William Lehman (D.
Fla.) also reported that
Israel claims there are four,
not three, Israeli POWs held
by Syria but that the Red
Cross said its representatives had seen only three war
prisoners last visited on July
15. Those POWs, the IRC reported, had no serious health
problems and were getting
packages from Israel.
Lehman said two other
prisoners are being held by
the "fanatical" Popular
Front for the Liberation of
Palestine, headed by George
Habash. He said the two war
prisoners had been checked
by the IRC and one was
found to be mentally ill and
should be sent back to Israel.
The group also learned
that six Israeli soldiers are
being held in Tripoli by the
Al Fatah, the largest group
in the Palestine Liberation
Organization. Lehman said
the group was told that the
six soldiers were visited recently by IRC representatives and found to be "in
good shape."
The six Representatives
met with Syrian officials in
Damascus but did not see
President Hafez Assad who,
they were told, was "in the
mountains."

Israel Is Faced With Task Of
Forming New Government
JERUSALEM (JTA)-
The arduous task of putting
together a new Likud-led
government in the aftermath
of Premier Menachem
Begin's resignation is expected to continue until well
after the High Holy Days.
The smaller coalition parties, aware of their strong
bargaining positions, have
.delayed signing a coalition
agreement and are laying
down conditions for their
participation in a new government which now has an
excellent chance of being
headed by Yitzhak Shamir,
now the Foreign Minister.
This has created an air of uncertainty.
Shamir was elected by the
900-member Herut Central
Committee two weeks ago to
succeed Begin. He defeated
Opening Session Of Temple Israel
Institute For Jewish Life, Learning
Scheduled For October 5 At Temple
"The Historical • Roots of
Modern Anti-Semitism" will
be the subject of the opening
session of the Institute for
Jewish Life and Learning
being sponsored by Temple
Israel and of interest to the
entire community. This
Institute of mini-courses and
lectures, with both local and
out-of-town speakers, will
run from Oct. 5 through Nov.
16 (with the exception of the
Hebrew class which runs to
Dec. 14). They will meet
each Wednesday evening in
the Temple Israel Social
Hall.
Dr. Todd M. Endelman,
associate professor of history and Jewish studies at
Indiana University, Bloomington, will be the speaker
for this first lecture. . -
Dr. Endelman was educated at the University of
California, Berkeley; Warwick University, Coventry,
England; the Hebrew Union
College-Jewish Institute of
Religion, Los Angeles, and
Harvard University, where
he received his Ph.D. From
1976 to 1979, he served as
'Ketuba' Scroll To Be Awarded To Synagogues
For Outstanding High Holy Day Israel Bond Appeal
A reproduction of an 18th
century "ketuba" (marriage
contract) comprises the artwork on a parchment scroll
award to be presented to
congregations in Columbus
for substantial achievements in this year's High
Holy Day Appeals, it has
been announced by the
Columbus Israel Bond Organization.
The award is a reproduction of. the artwork for a
"ketuba," probably done in
Venice, Italy, in the first half
of the 18th century and
reused in Modena, Italy, in
1817.
The original is executed on
parchment in tempera, pen
and ink and is Dart of the
| Feuchtwanger Collection of
the Israel Museum.
" Participants in High Holy
Day services at Columbus
congregations are being
encouraged to buy a minimum of $1,000 in Israel
Bonds to help develop
. Israel's economy as well as
additional $250 Israel Certificates for children or grandchildren, The Certificates,
which are designed to
encourage tourism to Israel,
can be cashed by a visitor to
Israel for $300 in Israeli currency after 30 months and
for $360 after 60 months..
The Israel Bond Organization is a major source of
development capital for
Israel, having provided over
6.2 billion since its inception
to help build every aspect of
the nation's economy. Israel
Bond proceeds, channelled
through Israel's Development Budget, help to finance
industrial and agricultural
projects, the construction of
highways and harbors, the
expansion of communica
tions and transport, the
building of new towns and
the development of new
sources of energy.
Beirut Embroiled
In 'New' Civil War
TEL AVIV (JTA)-Reports from Beirut last week
spoke of a "new civil war"
and fighting in and around
the Lebanese capital as violent as any since the civil
war started eight years ago.
A French colonel was
killed and six other French
soliders in the multinational
force were killed in shelling,
apparently by Druze gunners in the hills east of the
city, firing towards the international - airport region
where the multinational
force is situated.

1714-1830: Tradition and
Change in a Liberal Society
(1979), which received the
National Jewish Book Award
for History and the A.S. Diamond Memorial Prize of the
Jewish Historical Society of
England. His articles and
reviews have appeared in
Dix-Huit'idme Sidcle,
American Jewish History,
Jewish Social Studies, Victorian Studies and the AJS
Review and other scholarly
journals. He has held fellowships from the National
Endowment for the Humanities, the Memorial Foundation for Jewish Culture and

his rival, Deputy Premier
David Levy, by a vote of
436-302, in what was described as an upset victory
resulting from massive
efforts by the Herut party
machine.
Coalition chairman Avraham Shapira of the Aguda
Israel party announced later
that all coalition partners
had signed a letter to Herzog
asking him to call on Shamir
to form a new government
once he has Begin's resignation.
But the "tetter of intent"
appeared to be only a coalition tactic to forestall the
possibility of Herzog calling
on Labor Party chairman
Shimon Peres to form a new
government. The Labor
Alignment is the largest
Knesset faction, commanding 50 seats to Likud's 46.
That situation accounts for
the bargaining strength of
the smaller parties—Aguda
Israel, Tehiya, National
Religious Party and Tami
—whose combined votes
give the government its
Knesset majority.
Energy Minister Yitzhak
Modai of Likud's Liberal
Party wing, said that if a
coalition agreement had
been signed immediately
after Begin announced he
would resign, a new government could have been
formed without delay. As
matters stand now, there are
difficulties, he said.
Does 5744 Mean
Israel's Annihilation?
TEL AVIV (JTA)-Many
Israelis, including many who
do not regard themselves as
superstitious, viewed the
arrival of the Jewish New
Year with some fear and trepidation.
Astrologists and fortune
tellers interviewed by Israel
Radio and Television even
report a large increase in
clients asking about the
future, "some of them in a
state of near-panic," according to one of the them.
The cause of the fear is the
numerology of the new
year—5744 —which, in
Hebrew, is represented by
letters standing for numerals. There is no letter or
group of letters for the thousands. But the last three figures are written in Hebrew
as Taf, Shin, Mem, Daled —
which forms the word for-
"annihilation."
So widespread is the unease that the radio has
started to spell out the individual letters rather than the
word they form, and the

Dr. Jeffrey Tilson To Receive
CJF Young Leadership Award
"In his work and in his
dedicated spirit, Dr. Jeffrey
Tilson enjbodies the components of an outstanding community leader," stated Millard Cummins, president of
the Columbus Jewish Federation, in announcing Til-
son's selection as the 1983
recipient of the Therese
Stern Kahn Young Leadership Award. The Award will
be presented by the 1983
General Campaign Chairman, Edwin Ellman, chairman of the selection committee, at the 57th Annual Meeting of the Federation on Sunday, Sept. 18. "
Dr. Tilson will receive an
all-expense paid trip to the
General Assembly of the
Council of Jewish Federations, which will be held Nov.
16-20 in Atlanta. The Young
Leadership Award .is,
endowed by William V.
Kahn, past president, in
memory of his wife, Therese
Stern Kahn. The Award, presented annually, recognizes
outstanding young people
who have shown strong
interest in and devotion to
the Federation and its mem
ber agencies.
Dr. Tilson has been active
in Federation since 1977. He
has served as a Section
Dr. Jeffrey Tilson
chairman and co-chairman
of the Young Men's Division
and from 1980-81 served as
chairman of the Young
Men's Division. Since 1982,
he has served on the national
Young Men's Cabinet of
United Jewish Appeal.
Dr. Tilson has chaired
Federation's Young Leadership Development Program
and the Advanced Leadership Concepts Program. He
recently chaired a Young
