Chicago City Council Urges U.S.
To Aid Falashas
CHICAGO (JTA)—The Chicago City Council, by a vote of
43-2, adopted a resolution urging the United States to assist in
rescuing and resettling the Falashas, the Jews of Ethiopia.
The resolution noted that "The Ethiopian Jews are amongst
the oldest continuous Jewish communities in existence" and
that "this ancient group is in danger of actual physical
extinction unless immediate assistance is forthcoming from
a generous and powerful country like the United States"
which "has always been a haven for the persecuted and
downtrodden of other countries...'-."
Over 100 Killed In Blizzard In Lebanon
TEL AVIV (JTA)—A severe winter storm with blizzard
conditions has taken over 100 lives in Lebanon where Israeli
troops are helping in rescue operations, it was reported last
week. In addition to clearing roads, including the section of
the Beirut-Damascus highway which they control, the Israel
soldiers were extricating people from villages buried in snow
drifts yards deep and from stranded vehicles.

NEW YORK, (JTA)-Declaring it "unthinkable that in a
place drenched with Jewish blood there should not be Jews to
bear witness and recite Kaddish,". the World Jewish' Congress Governing Board has decided "in principle" that the
WJC will participate in the solemn commemoration of the
40th anniversary of the Warsaw Ghetto Uprising to be held in
Warsaw in April. The Governing Board, following the deliberation of some 100 delegates from' 27' countries who met
earlier this month in Washington, has also recommended
that WJC member communities participate in the observance as well.

TEL AVIV (JTA)-Rumania Chief Rabbi Moses
Rosen, making a reversal
from an earlier statement,
asserted here that the new
Rumanian law requiring all
emigrants to reimburse the
government for the free secondary and higher education
, they had received, would in
fact be applied to those Jews
seeking to make aliya.
"Just as I announced then
(last November) the positive
approach of the authorities
in Bucharest, I feel obliged
to report... on the change
that has taken place in
Rumania and that the new
law also applies to Jews,"
Rosen told reporters.
The publication of the new
directive last November
caused widespread consternation among Jews around
the world. The Reagan
Administration has repeatedly warned that the education tax could affect Most
Favored Nation Trade status
to Rumania on the grounds
thatthe new law violates the
terms of the Jackson-Vanik
Amendment to the Foreign
Trade Act which links trade
with Communist bloc nations
to their emigration policies
Following the publication
of the tax law, Rosen
asserted that the Rumanian
government, for many
decades, has made a'distinc- '
tion between "emigration"
and "aliya." He added that
Jews seeking to emigrate
would therefore be "treated
in a totally different way."
Rosen told reporters here
that his earlier statement
was made after he received
assurances from Rumanian
officials "at the highest
level." He said the Rumanian government did not collect the tariff from some 40
Jews who left the country
since the tax was announced.
But since then, Rosen added,
he has been informed that
the authorities resumed collecting the tax from Jews
emigrating to Israel.
Rosen was speaking
against the background of a
report last week from
Bucharest which quoted an
unidentified Rumanian government- official dismissing
press reports that Jews and
ethnic Germans would be
exempt from the education
tax. "The decree does not
make any distinctions and
applies to Rumanian citizens
who want to settle abroad,"
the official was quoted as
saying. "It's logical and
moral that all citizens reimburse society for investments made for their education." V

way of my Freedom of Information requests over the
past five years.
It is an internal memoran-'
dum, classified "Top Secret" and dated May 14,
1947. Copies are shown to
have been sent to the head of
the "American Legation in
Vienna" and to the then U.S.
Secretary of State, five-star
General George Catlett Marshall. The State Department
has refused to discuss this

The title of the "Top
Secret" report is "Illegal
Emigration Movements In
and Through Italy.'' Its
author was Vincent La Vista,
an international lawyer,
then (1947) military attache
to the American embassy in
Rome and already a skilled
intelligence/diplomatic
State Department officer.
The "La Vista Report" as
it became known in American intelligence circles,
broke down into precise
detail more than 22 permutations of SS, Nazi Party, ethnic collaborators who were
knowingly guided safely
through the Vatican's "monastery route."
The La Vista Report also
noted in detail the names
and political backgrounds of
the high-ranking members
' of the Roman Catholic hierarchy who master-minded
the war criminals' escape
routes along which Barbie
successfully fled.

Majority Of Americans
View Israel As Ally
NEW YORK (JTA)-A
clear majority of Americans
continue to view Israel as the
United States' closest ally in
the Middle East, although
many have indicated disenchantment with the manner
in which:the government, of
Premier Menachem Begin
has handled me fate of former Defense Minister Ariel
Sharon following the publication of the findings of the
commission of inquiry into
the massacre of Palestinians
at the Sabra and Shatila refugee camps, according to
the" latest Harris poll published here.
The poll was conducted by
telephone between Feb. 11
and 16 and surveyed 1,248
adults nationwide. According to the poll, 80 percent of
those surveyed agreed with
the claim that "unless Israel
punished those who allowed
the massacre to take place,
then Israel will lose much of
its claim to being a moral,
democratic country."
Seventy-two percent
agreed that "by keeping
Sharon in his Cabinet, Begin
has created a real doubt that
his government is really ad-
itting it was wrong" to
1 ive allowed Lebanese
hristian Phalangists into
e refugee camps, the poll
id. Furthermore, 67 per-
nt maintained that "since
1 ;gin has not really gotten
rid of Sharon, Begin should
dissolve his government and
call an early election to let
the people of Israel decide

But according to the poll,
many Americans, 62 percent
of those surveyed, still view
Israel as basically a friendly
state. The poll noted that in
Nov. 1982,72 percent, and in
1981, 81 percent, viewed
Israel as a friendly state.
