By David Landau JERUSALEM (JTA)—Energy Minister Yitzhak Modai, a powerful figure in Likud's Liberal Party wing, has called for the resignation of Premier Menachem Begin's government unless it can.make rapid and dramatic improvements in its decisionmaking processes, which, Modai said, were in disarray. He said he would "recommend this" to the Liberal Party and that the Liberals "might well be the one to initiate it."'Modai's remarks, in an Army Radio interview, came at a time when two other key members of Begin's Cabinet, Finance Minister Yigal Hurwitz and Education Minister Zevuluh Hammer, we're each threatening to resign in a bitter dispute over a pay raise for teachers. Should either of them quit, observers said, the Begin government would be in too precarious a position to carry on. ' Begin himself apparently recognizes this. While his slim Knesset majority may survive no-confidence challenges in the immediate future even if Hurwitz or Hammer leaves, it could not do so indefinitely. Following services conducted by Rabbi Rubenstein and Cantor Schiffinan, a spe- cial Kiddush honoring Senator Metzenbaum will be held. At this time the Senator will discuss current problems relating to the Jewish people, and Israel, and will answer questions developed by the congregants. In addition to Rabbi Rubenstein, official hosts at this event will include Bernard K. Yenkin, President of the Columbus Jewish Federation; Myer W. It will feature an in- depth look at the history and development of the cycle of holidays in the Jewish-calendar, Also continuing is Rabbi Berman's course in Jewish Mysticism offered on alternate Thursdays at luncheon meetings which gather at the Battelle Memorial Laboratories. Irvin Flox, Chairman of the 19th Annual Musical Concert sponsored by the Beth Jacob Brotherhood, has reported that Dr. Jerome Folk- man,, Rabbi Emeritus- of Temple Israel, has been chosen to be the recipient of the "1981 Man of the Year" award. The high honor and award is presented annually to a member of the community who has met the high standards and requirements set forth 19 years ago by the awards committee. Dr. Folkman came to Columbus to serve Temple Israel in 1947. He received his AtB. degree from the University of Cincinnati in 1928, was ordained as rabbi H.U.C. in 1931, and received his Ph.D. from Ohio State University in 1953. He has served with great distinction as adjunct professor in the OSU department of sociology since 1963. In addition to numerous awards and honors bestowed upon Dr. Folkman for a half- century of service, he was chosen as one of 10 outstanding citizens of Columbus by the Columbus Citizen. Journal, Jan. 1, 1954; was the recipient of the Governors. award, State of Ohio, in 1968; and received an Excellence in Teaching award, OSlL- 1975.
