Anti-Terror
Legislation
Adjusted
By Joseph Polakoff ,
WASHINGTON (JTA)-A
Senate-House Conference
Committee is to adjust differences between two
amendments of the Export
Administration Act designed
to toughen U.S. sales of
transports to countries aiding terrorists. Libya, Iraq,
South Yemen and probably
Syria would be immediately
affected by the legislation,
Congressional sources told
tne Jewish Telegraphic
Agency. Aleria's situation is
hot clear, the sources said.
The House on. Tuesday
adopted - an amendment
offered by -Rep. Milicent
Fenwick (R.-N.J.),..which
would require,an export license for aircraft sales exceeding $7 million. This
would ban the transfer of
eqii:pment such as the Boeing1 727. Her. amendment
would also require the Administration to notify the

A Happy And Prosperous
New Year To All
From The Staff Of The
Ohio Jewish Chronicle
< A Seven Arts Feature)
The 10-day period which
starts with Rosh Hashana
and ends with .Yom Kippur
has'traditionally been used
by Jews to take a "Cheshbon
Nefesh," an accounting of
the soul. It should also be an
opportunity for the individial
Jew to assess his or her relationship to the local Jewish
community and the Jewish
people as a whole.
In the United States
nothing has united Jews as
much as danger to Jews at
home or abroad. American
Jews have worked together
to combat anti-Semitism in
the United States whether it
involved physical danger or
such things as job discrimination and college quotas.
Since the 19th Century,
American Jews have
- responded to every danger of
their brethren abroad.-The
Holocaust and the establishment of the State of Israel
have brought a commitment
from most Jews that Israel
must be assured of its survival. This commitment became even stronger in the
days before the 1967 Six-Day"
War and during and after the
1973 Yom Kippur War, even
by many who had never before concerned themselves
with Jewish issues, when
there was a fear that Israel
could be destroyed. This
commitment is also
expressed in the strong support American Jews have
given the struggle for Soviet
Jewry. r
Yet it sometimes appears
that 'many. Jews see their
Jewish commitment only as
a response to a crisis. Their
only expression of Judaism

The Returning Jew and its
implications for todays
youth will be the central
theme discussed by three
distinguished lecturers. In
the 50's people were ready to
write off the Orthodox movement from the "American
scene. However, the unprecedented rise in numbers of
people who are returning to
authentic . Judaism has
demonstrated the vitality of
orthodoxy.

President Carter Issues
Rosh Hashanah Message
My fellow Americans: As you celebrate Rosh
Hashanah, the beginning of the High Holy Days,
Rosalynn and I send our warmest greetings to you
as you gather together in homes and synagogues to
welcome a new year. A know that your liturgy for
this sacred season includes prayers for reconciliation between neighbors, affirmation of life and
recommitment, and at this time you reflect on eternal questions concerning life and death. The words
of these services echo universal humariconcerns.
"With you, we recommit ourselves to cherish the
freedom of all peoples and to strive peacefully for
its realization. With you we pray not-for an escape
from challenges, problems and decisions, but for
tlje wisdom, insight and courage to choose wisely
and bravely..Let us strive to make common cause
with decent people of all faiths-and nations. Let us
strive to preserve the values ot our democracy and
to broaden the areas of its blessings. Your religion,
' like mine/seeks to help all people learn to live in
harmony with one another and with God. May the
coming year bring us closer'to the just and lasting
peace for which we have yearned and prayed so
long, and bring to each of you strength of faith and

is to respond to the cry of
"Gevalt."
A more positive approach
is needed.- for "gevaltism"
cannot be expected to continuously sustain Jewish life. It
has not stopped assimilation
or the growing rate of intermarriage.
Instead of only reacting to
trouble. Jews must seek a
more creative approach,
whether it is through religion, culture or other forms
of Jewish life.
The .ultimate commitment, of course, is aliya. But
since, realistically. ' most
American Jews will not immigrate to Israel it is necessary that a vigorous Jewish
life be established in every
Jewish community. Jewish
