TORONTO (WNS) — The Toronto Star has reported
that votes are being bought and sold for crucial votes in
. 'the United Nations General Assembly. According to -
~ Mark r Gayn, the newspaper's veteran foreign
' correspondent the votes are being bought by oil-rich
Arab nations from delegates from Third World
countries who find it difficult for themselves and their
- missions in the expensive New York City. The going
price per vote, according to Gayn, runs-from $6,000 to
$87000. The purpose of the vote-buying is to increase a
majority, according to Gayn. He said the home
government usually shuts its eyes to the practice as
long as it'does not run contrary to its own national
interest. Gayn stressecTthat neither the United States
nor the Soviet Union is involved in buying votes.
CLEVELAND (WNS) — A resolution urging Israel to
"take the initiative" in finding a solution to the
Palestinian question, including meeting with the
Palestinian Liberation Organization under certain
circumstances, was adopted by the North American
~ Jewish Student Network at its annual convention held
, .at Case-Western University here. The resolution was
"adopted by a 55-48 vote after a prolonged debate by the
'200 delegates from universities and colleges in the
United States and Canada. The resolution urged Israel
to meet with the PLO if the organization "publicly
'- announces its acceptance of the State of Israel as a
-legitimate political entity as presently constituted"
and "indicates its rejection of all acts of violence and
terrorism- against civilian populations . ,." The
delegates, while pledging support of Israel, adopted a
„ resolution expressing serious concern with the social
v gap in the Jewish State and voiced concern that Jewish '
. ^.communal-life-'in the United States, is "largely-
undemocratic" and that the Jewish lay public "is
. largely'ill-informed and misinformed." Fredda Smith
~ of Madison, Wis., was elected chairperson of Network.

On Interreligious Relations

Jewish religious thinkers in
the field of Christian/Jewish
relations, will be the
featured speaker at the
annual Clergy Institute on
Israel and the Middle East,
on'Thursday, January 15, at
Agudas Achim Synagogue.'
The Institute, under the co-
sponsorship of the
Community Relations
.Committee of the Columbus
Jewish Federation and the
Columbus Board of Rabbis
with the cooperation of the
American Jewish
Committee, is designed to
ice's Foreign Policy Trend Toward Third

community. Rabbi David
Zisenwine, Vice-President of
the Columbus Board of

Rabbi Tanenbaum,
National Interreligious
Affairs Director, of the
American -Jewish
Committee, has been a
pioneering leader and
thinker in" interreligious
relations for nearly 25 years.
A religious historian and
authority on Judasim and
Jewish-Christian relations,
he has written and lectured
extensively on the history,
theology, and sociology of
Judaism and Christianity.
Rabbi Tanenbaum is a
founder and eo-s,ecretary of
joint Vatican-International
Jewish' Consultative
Committee and of a similar
liasion body with the World
Council of Churches. He.was
the only Rabbi at Vatican
Council II, where he was
widely consulted by Catholic
and Protestant authorities
' during the deliberations that
-led to the -Vatican

MEXICO CITY (JTA) —
The unexpected resignation
of Foreign Minister Emilio
O. Rabasa may have been
triggered by the storm of
criticism in the Mexican
press that he went too far in
trying to mollify Israel for
Mexico's vote in favor of the
General Assembly's Anti-
Zionist resolution' adopted
Nov. 10. But some observers
here attribute his sudden .
departure to a basic trend in
Mexico's foreign policy
toward the Third World and
away from the United States
which, sources say, was
responsible in the-first place
for Mexico lining up with the
Arab - Communist - Third
World bloc to identify
Zionism as a form of racism.'
Rabasa, a close friend of
U.S. Secretary of State
Henry .. A. Kissinger,
announced his resignation
Dec. 29 without giving a
reason but said his decision
was -" "irrevocable."
Government sources said he
had not been dismissed., His
successor, appointed
immediately after RabasaV
announcement, is
Ambassador Alfonso Garcia
Robles, until .Dec. 29,
Mexico's- Permanent
Representative to the UN
and the diplomat who cast
• Mexico's • controversial vote
in the General Assembly.
That vote sparked a
general boycott of Mexico by
thousands of American Jews
and Jewish organizations
who usually take winter
vacations in Mexico or hold
conventions there. The
boycott has.taken a heavy
toll of Mexico's . all-
important tourist industry
with severe repercussions on
this" country's economy.
Tourism officials here report
that tourism, Mexico's
. second largest foreign
currency earner, is off 25
percent this'holiday season,
largely as a result of the
American Jewish boycott.
More than 120,000
cancellations were received
for the Christmas week in
Mexico City and Acapulco.
The loss of Jewish
convention business alone is
estimated" at $750,000'. In
addition, non-Jewish groups
have cancelled conventions
here in' deference to the
sensibilities of Jewish
participants. It was at least
partially to save the tourist
trade that "President Luis
Echeverria dispatched
Rabasa to Jerusalem earlier
this month to "clear up
certain misunderstandings"
with the Israeli government.
Echeverria, subsequently
met in Mexico City with 15
Jewish leaders from the U.S.
and Canada to whom he
reportedly pledged that
Mexico would no longer
support anti-Zionist
..measures at the UN.
But several days later,
Mexico voted in favor of a
declaration by- the
International Women's Year
Convention held in Mexico
City last summer which
equated Zionism . with
colonialism and apartheid as
movements that should be
eliminated. They boycott
was continued. Rabasa,
meanwhile, was attacked in
the Mexican press for
compromising the nation's
honor by apologising in
Jerusalem for acts of his
government. Newspapers
here denounced his remarks
-to reporters in the Israeli
capital that ' the
' misunderstandings had been
"forgotten, pardoned and
buried." He was taken to
task especially for his use of
the word "pardoned."
Observers here say .the
entire affair must be viewed
in the perspective of
Mexico's desire to become"
the leader of Third World
forces in Latin America and
Echeverria's personal
ambition to succeed in the
presidency of the General
Assembly at its 31st session
next year.. Mexico, along
with many Third World
countries, is not considered'
to be basically anti-Israel or
anti-Zionist but increasingly
anti-American. By
supporting the Arabs in their
drive to isolate Israel
diplomatically, these
countries are striking at the
United States without
running the risk of a direct
affront to the U.S. whose
economic assistance they
sorely need.
Israeli Secret Service Implicates Algeria
Libya, Iraq In Terrorist Attack On OPEC

Israeli secret^ service
implicates Algeria, Libya
and Iraq directly in last
month's " attack by
Palestinian and European
terrorists; ' on . the
headquarters of the
Organization of Petroleum
Exporting Countries
(OPEC) in Vienna in which
three persons were killed
and 1L oil minis'ters
kidnapped. According to the
newspaper France Soir, the
Israelis-are convinced-that
Algeria, organized and'
supervised the operation in
collaboration with the other
two Arab countries and
extremist Palestinian
terrorist groups. If the
Israeli view is as reported, it
coincides remarkably with

OPEC followed a secret
meeting in Baghdad
attended by Haddad, by a'
wanted international
terrorist- known as Carlos
Martinez, an Algerian -
representative and a Libyan
delegate. Haddad is in
Charge" of military
operations of- George
Habash's Popular' Front for
the Liberation of Palestine, a
Marxist terrorist group that
split from the PLO.
Ali Hamdi • Gamma),
editor of Al Ahram, said,
however, that the attack was
carried out by the Libyan-
backed Popular
Revolutionary Front for the
Liberation of Palestine, a
splinter organization of the
PFLP. "Why did the
Algerian authorities allow
the guerrillas to travel to
Libya instead of trying'them
or handing them over to the
Palestine Liberation -
Organization to try them?"
he asked. He also questioned

recent meeting between
Libyan leader Col
Muammar Qaddafi and
