NEW YORK (WNS) — Five Jewish leaders, who
expressed the belief that Pres. Nixon has a better
understanding of Jewish domestic problems, the status
of Soviet Jews and the security needs of Israel than
does Sen. McGovern, have called for the re-election of ,
Pres. Nixon. The five, who spoke for themselves not ^
their organizations, were Dr. William Wexler7
chairman of the World Conference of Jewish
Organizations and chairman of the B'nai International
Council; Rabbi Herschel Schacter, past chairman of
'the American Jewish Conference on Soviet Jewry and
of the Religious Zionists of America; Rabbi Seymour
Siegel,' president of the Jewish Rights Council and a
faculty member at the Jewish Theological Seminary of
America; Rabbi Davjd Luchins, chairman of Jewish
Youth for Humphrey and director of communal
relations fofthe National, Council of Synagogue Youth
of the.Union of Orthodox Jewish Congregations of
America; and Sue Schreiner, co-chairman of Jewish
Youth for Humphrey and past president of the New
Jersey region of NCSY.
NEW YORK, (JTA) — For the sixth year, a sub¬
stantial number of New York City Jewish teenagers
from poverty homes, including many from Hasidic
families, are taking part this summer in a federally-
funded program which provides jobs for them and
badly-needed help for non-profit Jewish agencies, the /
program's sponsors reported this week. A total of 415
Jewish teenagers in the,, 1^-22 age group are par¬
ticipating difring July and-August in the program,
which is administered by Torah Umesorah, the
National Society fpr.Hebrew Day Schools. The-Neigh¬
borhood Youth Corps-program, which this summer is
providing a city-wide total of 42,000 jobs, concentrates
on teenagers who are either actual or potential high
school dropouts.
Israel Says U.S. Middle East Policy Was
Major Factor In Russian Ouster From Egypt

Israel has extended
congratulations to the Unite?
States on Egyptian
President Anwar Sadat's
ouster of Russian military
advisors, it was disclosed
here last week. Israel's view
that a major factor in the
ouster was the US Mideast
policy of maintaining
Israel's deterrent strength
while refusing to join with
the Soviet Union in an im¬
posed Middle East solution
was conveyed „ Aug. .2 by
Foreign Minister Abba Eban
at a meeting here with the
US Charge d'Affaires Owen
Zurhellen in the absence of
US Ambassador Walworth.'

Israel also said that the US
policy, coupled with Israel's
own steadfastness brought
about the feeling of
frustration in Sadat's
government whicKled to the-
expulslon of the Russian
advisors. Senior Foreign
Ministry sources said, after'
the Eban-Zurhellen meeting
that the continued US silence
on the Soviet ouster was a
measure of ■ .the US
satisfaction with the
situation created by the
ouster. The sources said US
officials also "are not
complaining." •
The sources said that Eban
sought to demonstrate to the
US official ' that the
American policy of sup¬
porting Israel had "paid off"
with the Soviet exodus and
had not harmed US interests
in the Mideast. Eban
reportedly cited the "queue"
of Arab states seeking, to
resume diplomatic links with
the US after Yemen did so —
Iraq, Algeria and'reportedly
"Syria are .believed to be
seeking low-key diplomatic
contacts with the US, though
not necessarily full
resumption of diplomatic
ties. Israel was reported to
believe that with his war
options effectively cut off by
US military supplies to
Israel and with his hopes for
a super-power-imposed
solution wrecked by the
Nixon summit visit to
Moscow, Sadat acted more
out of anger and frustration
than out of logic in ordering
the departure of the Soviet
advisors. Israeli analysts
also reportedly believe that
Sadat will bide his time until
we US Presidential election,
when he is expected to check
for any change in US
Mideast views. Meanwhile,
it is believed here that he will
stress activities he considers
advantageous to Egypt,
specifically the resumption
of Dr. Gunnar V. Jarring's
Mideast mission for which
the Swedish diplomat
returned this week to the
UN. __
High ranking sources
revealed that the Israeli
Chisholm Recommends Direct Israeli-Arab
Negotiations; Will Visit Israel This Year
WASHINGTON, (JTA) —
Rep. _ Shirley -Chisholm.-
(D.N.Y.) scorns the Gary
resolution on Israel, as
"ridiculous," wants the
Soviet Union and the US to.
cease sending arms -to the
Middle East, and recom¬
mends direct Israeli-Arab
negotiations as the only way
to settle the conflict. Above
all, the only Black woman
member of the House of
Representatives continues to
insist that "Palestine" is the
"root cause" of the conflict
and that resolving it is
essential for "peace arid
harmony" in the region. In
an interview with the JTA,
Mrs. Chisholm declined
comment on the strongly
pro-Israel plank in the
Democratic "Party's Middle
East platform, specifically
the provisions that the US
recognize Jerusalem as
Israel's capital, saying that
she had not "had a chance to
go over the entire platform."
But in what.may be a major
development in her Mideast
outlook — possibly
significant in that she'will be
campaigning for the
Presidential candidate she
sought to deter in the
primaries — Mrs. Chisholm
"said she was,accepting an
Israeli' government in-
|L"vitation to visit Israel before
year's end to "see things
there for myself."
During her Presidential
campaign, the fiery former
nursery school teacher
based her Mideast views on a
position paper calling. for_a -
UN-"guaTantee" of the
"stability.and territorial
integrity" of all States;'p"a
"limitation on all amis,
shipments" to the area; US
economic aid to the region's
"less-developed nations";
"ful representation for the
Palestinians in all
negotiations concerning the
return or compensation for
Palestinian Arab property,"
and "immediate con¬
sideration of the problem of
the lack of status of the
several hundred thousand
people who left Israeli-held
territory in 1948and 1967." In
that position paper Mrs.
Chisholm said the US had
"allowed the Soviet Union to
posture as the real friend of
the poor in the Middle East,
"adding" "While
courageous governments in
Libya, Egypt and'the Sudan,
for example, struggle to
maintain their freedom and
independence from Soviet
influence, we have been'
sidetracked into forgetting
about the Palestine problem
and simply engaging in
. endless maneuvering with
' the Soviet Union." At the
Democratic Platform
Committee, hearings here,
Mrs, Chisholm was asked
why she had not repudiated
the since-modified anti-
Israel resolution of the
National Black Political
Convention.. Mrs, Chisholm
repudiated the statement of
the Congressional Black -
Caucus lauding Israeli
.contributions—to—Black
Africa, saying she had not
been consulted on the
statement, issued after the
Gary, 'Ind., convention and
before the steering com¬
mittee's modification of the
resolution. - Thus, Mrs.
Chisholm now appears to
have swung towards a major • Kahn
platform premise — direct

Atlanta News Stations Continue To
Air Advertising Of White Supremacist
ATLANTA, (JTA) — Despite
Mayor Sam Massell's appeal
this week to local news
stations to reject the political'
advertising of a US Senate
candidate who is an avowed
-white supremacist, the
stations are continuing with
the advertising. The Jewish
mayor's office reported that
the stations, under the ad¬
vise of their lawyers, have
decided to continue the spots
for candidate J. B. Stoner.
The complaints department
of the Federal Com¬
munications- Commission
has ruled negatively on 'a
petition, filed by the National
Association for the, Ad¬
vancement of Colored
People, to stop the- Stoner
advertisements.
' Under Section 315 of the
Communications Act, it is
illegal to censor a paid
political advertisement, the
mayor's office explained.
However the mayor con¬
tends that Stoner has broken
the law by making, in¬
flammatory statements
which are calculated to
incite to riot. Therefore,
Section 315 does not apply to
him.
Stoner's first ad¬
vertisement ran Aug. 1 over
radio station WPLO and
WSB-TV. Stoner said in part,
"I am the only candidate for
the US Senate for white
people. The main reason why
niggers want integration is
that niggers want our white
women. I am for Jaw-and
order." The mayor's office
and the broadcast stations
were deluged with phone
calls deploring the 'ad¬
vertisement, following the
broadcast.
The NAACP is considering
further action in the case,
the mayor's office reported.
■Petitions are being1 filed with
the FCC by the, NAACP,
various radio stations and
the B'nai B'rith Anti-
Defamatiori League.

Cabinet rejected
unanimously a suggestion
from Yitzhak Rabin. Israel's
envoy to the US, that Israel
should publicly ban Nthe
Jarring mission and reduce
Israel's representation at the
United Nations because of
the "imbalance" toward
Israel' at the UN. The Israel „
government reportedly feels
that no useful purpose would '
be served by so "tactless" a
step as rebuffing Dr. Jarring
publicly. While Israel shares
_ the US view that little good
"will come from renewal of
the Jarring mission, it also
feels that Israel would suffer
international unpopularity
by disparaging the mission ■
publicly. Asforthe-UN itself,
Israel still regards it as a'
useful forum.
Bill Buckley Wants
Israel As 51st State
NEW YORK, fWBP) -
Conservative Bill Buckley -
would like to see Israel
annexed to the United States
as the 5lst State.
In a recent column entitled
"Israel and U.S. Policy" — .
in which he points to the
close traditional relationship
between the Jewish State
and America — Mr. Buckley
says that "it would appear
sensible to -regularizer~lo
institutionalize, what ap¬
pears to be a de facto
relationship between the
U.S. and the State of Israel,
as an alternative to per¬
mitting it to end by attrition,
as an inevitable policy of
George McGovern. . .
"As things stand now," he
complains, "we suffer most
of the disadvantages, and
enjoy none of the advantages'
of, separate nationhood. Why
should we not propose to
Israel annexation, as the 51st
American state?
"What would we have to
lose?" he further queries.
"If we are in any case
committed to Israeli sur¬
vival, as most political
parties insist we are.. .then
we would go to war in any -
case if Israel's sovereignty
were threatened," Buckley
says, and adds:. "Israel is
geographically remote? It
isn't any further from
Washington than Alaska and
Hawaii. . .A language
barrier? Ask Switzerland
how insupportable that is.
Anyway, Sen. Robert
Kennedy insisted, and won
his point, that Spanish-
speaking New Yorkers
should be permitted to vote.
Why not Hebrew-speaking
Americans?"
The noted Conservative
then expresses the view that
annexation of Israel would
immediately solve the Arab-
Israel dispute with the "net
result" that "a genuine state
