Prior to his pre.sent posi¬ tion, he was an Employment Specialist wilh the Nalional Of¬ fice of the I'nited States I'Jmploy- nient Service, and Tersannel Of¬ ficer in the Executive Office of the Presidenl during part of World War 11. At the retjuest of. the White liouse, Mr. Smirnow has .several times been loaned to government and semi-public agencies to tio development and administrative work In connec¬ tion with the rehabilitation of disabled veterans and other handicapped per.sons. Smirnow graduated from Buck- nell University and the Univer¬ sity of Alabama. He was active In Hlllel In'Alabama and a mem¬ ber of Hillel's debating team there.
