LATVIAN GOVERNMENT FACILITATES EMIGRA¬ TION FROM RUSSIA
LIBAU (J. T. A.)—The Latvian Gov¬ ernment has granted a special licen.se to the Baltic-.American Line, in accord¬ ance, with which all Latvian consuls lo¬ cated throughout Russia and Ukraine arc authorizdd to grant to passengers holding Baltic .American Line prepaid tickets a Transit visa, which enables the passengers to proceed to Riga, where tbey can remain for a period of three mouths in order to complete their ar¬ rangements with the .American Coirsul for an American visa.
Until this license was granted to the Baltic American Line it was very dif¬ ficult for a passenger from Russia to go tbrouch Latvia in order to apply to the American Consul for a visa, but now this problem, which has been the greatest obstacle in tlie path of Russian pas¬ sengers, has been solved.
The iiiiinber of passengers from Rus¬ sia going on the steamers of the Baltic American Line, direct from Libau, are increasing with the departure of each ship, and with the settling of this vex¬ atious problem, the emigration from Russia will no doubt increase a great deal, more especially since the Russian quota is .still open for 20,000 passengers.

The meeting, Mr. Sokolow declared, marks the 2.'itb anniversary of the founding'of the Zionist Organization, which was called into being by the genius of Dr. 'Herzl. Few organiza¬ tions can look back to such a past and such leadership, Mr. Sokolow asserted, as the assembly rose to honor thc mem¬ ory of the departed leader. "The League of Nations has unanimously proclaimed that the Jewish people i.s alive," lie said. "We are entering upon thc era of fulfillment under triple auspices, all of which are favorable First and fore¬ most, our faith reposes in thc dclermi-. nation of King George to fulfill a proniT i.se made by his Government. Cleveland Physician Appointed Counselor Surgeon to Pales¬ tine Government
CLKVI'ILAND (J. T. A.)—Dr. J. J. Biskind of Cleveland has been appointed Counselor Surgeon to the Palestine Gov¬ ernment, a cable from Jerusalem states.
Dr. Biskind emigrated from the Unit¬ ed States in 1010 as chief surgeon of the medical unit fo Palestine. He served as bead physician in tbe Rothschild Hos¬ pital, lie was also the personal physi¬ cian to Sir Herliert Samuel, High Com¬ missioner to Palestine, who in connec¬ tion with the recent appointment, com¬ plimented Dr. Biskind by saying, "I consider you the most important person in Palestine. No one has done more for the development of tlie country than you." Dr. Biskind is the only Jewish physician holding membership in the Arabian Medical Acidemy which was recently established and of which be is the president.

Of the Biblical Shulamith one would rather- think in winter. It is cold out¬ side, and we arc hemmed in in -our cultured selves. Ho\v beautiful it is then to call to life the passion-glowing, sun-burned Biblical Shulamith, - She nestles close in the shadows of hcr tenl, she is sick of love. She has anointed her form with perfume, with myrrh and Frankincense, with all powders of the merchant, and she is waiting for her beloved, for Solomon. - Her bed is decked with golden apples which are reflected in her bronzen form. Sud¬ denly, he knocks, he' whom hcr soul loveth. '
How shall I go down to open for him? she asks. I have washed my,feet, how shall ,1 defile them? •
So he goes, and she rises from her bed, and she runs after him and seeks him in the city, in the street-S, ,aiid in the broad-ways, and she asks, "Saw ye him whom.my soul loveth?"
The watchmen that go about the cily find her aud smite her. "I charge ,ye
withstanding- that she is much--younger, and must have felt her loss more keenly.
"Whither thou goiist, I will go." No atom of revolt. Ruth is permeated with quiet faith, full pf humility; and when the wise Naomi tells her to go out at night and, lie down at the end of the heap of corn, at the feet of Boaz, she goes out and uncovers his feet and lies her down.
Shulamith would never have done that. She is thc passion of loVe; Ruth is its .calm.
One would rather think of Ruth in summer, ' when nature overcomes ,us. Immediately you mention the name "Ruth," it is as if a cool wind stoic over you out of the ,field among the corn. '
Which is more Jewish? The sun¬ burned Shulamith or the quiet Ruth? Which of these two Biblical figures ex¬ press more truly the Jewish type of woinan ?

NEW YORK —I'ollowing thc vic¬ tory which thc Jews have achieved in Lithuania in having received constitu¬ tional guarantees of their national rights, thc attention of various Jewish agencies, especially the Committee of Jewish Delegations, has shifted to Lat¬ via, which is pledged to give similar rights to the Jews and to Danzig, where' for a time the rights of the Jews resi¬ dent there were threatened.
The problem of minority rights in Latvia is pending before the League of Nations. Memoranda on the status of the Jews in Latvia have been submitted fo the Council of the Lciguc of .Na¬ tions by both tbe Latvian Government and thc Committee of Jewish Delega¬ tions.
Promise Made
At the time Latvia was admitted lo the League of Nations, it promised to grant national rights 'to all minorities'. Now, however, the Latvian Government is .hesitant in granting this privilege and contends that the matter constitutes a domcsJlic question and is out.side of the jurisdiction of thc League
In the free town of Danzig, there was issued in 1921 a bill oii naturalization which prejudiced the rights of the resi¬ dent Jews, Due to the interventioii of the Committee of ewish Delegations, , the law was modified so as to facilitate the naturalization of Jews.

According to thc new law, a continu¬ ous residence of five years, instead of ten, is nccciJsary to entitle one lo citi¬ zenship. Furthermore, any applicant, to whom thc Sei'iate had refused the right of naturalization may resort to an ap¬ peal' in the Suiireme Court of Danzig.
