AGENCY BACKGROUND
The Adjutant General serves as the director of Ohio’s military forces and as military aide
to the Governor of Ohio, who is commander-in-chief of all of the state’s military and
naval forces. The Ohio General Assembly created the Adjutant General’s Department in
1803 soon after the organization of state government. This department had the same
duties and responsibilities as its predecessor, the office of the Adjutant General, which
had been established by the legislature of the Northwest Territory through the passage
of the Militia Act of 1799. Today, the Adjutant General serves as the governor’s chief of
staff and as administrative head of all state military forces. The Adjutant General is also
the custodian of all military property either owned by the state or issued to the state by
the federal government. The statutory duties of the Adjutant General include: the
direction of the state armories (O.R.C. Sec. 5911.01), state arsenal and state military
reservation (O.R.C. Sec. 5913.08), the supervision of the Division of Soldiers’ Claims
(O.R.C. Sec. 5913.18), the direction of disaster services (O.R.C Sec. 5915.02), the
regulation of the Ohio Defense Corps (O.R.C. Sec. 5920.02), and the carrying out of the
orders of the Governor of Ohio in rendering aid to civil authorities in the suppression of
civil disorders (O.R.C. Sec. 5923.21 to 5923.23 and 5923.2321).
