COLLECTION SYNOPSIS
Provenance: The Ohio Historical Society acquired the Newton D.
Mansfield Papers from Earl J. Knittle prior to 1972. Sherrill
Dryden- Baird processed the collection in April 1980.
Property Rights: The Ohio Historical Society holds the property
rights to this collection.
Copyrights: Earl J. Rnittle has not dedicated copyrights to the
public. Consideration of the requirements of copyright is the
responsibility of the author and publisher.
Access: This collection is open under the rules and regulations
of the Ohio Historical Society.
Citation: Researchers are requested to cite collection name,
collection number and the Ohio Historical Society in all foot-note
and bibliographic references.
Transfer: The follo-~ ingm aterial was transferred in April 1980: a
set of blueprints, ten photographs and assorted maps to the
Audiovisual Department; and various leaflets and pamphlets to
the Library Division.
Biographical Sketch: Newton D. Mansfield ( 1873- 19571, a hydraulic
engineer from Ashland, Ohio, was appointed to the original board
of directors of the Muskingum Watershed Conservancy District after
its organization in June 1933. The Muskingum Watershed Conservancy
District, comprised of eighteen Ohio counties, was organized as a
political subdivision of the state under the Conservancy Act of
Ohio to construct a complete system of flood control and water
conservation for the Muskingum River drainage area. Newton
Mansfield was a director for seventeen years; he served as president
of the board from 1940 until hls resignation in December 1950.
Scope and Content: The Newton D. Mansfield Papers cover the years
1933 to 1950 and occupy one- half cubic foot. Newton Mansfield
apparently collected these papers during his tenure as director
of the Dluskingum Watershed Conservancy , District, hereafter
referred to as the district. Mansfield's files remain intact,
alphabetized by folder title.
The papers document the various functions and business affairs of
the district and consist of scattered correspondence, newsclippings,
reports, resolutions and miscellaneous material. The district's
organizational structure and functi. ons are documented in the
amendments to the official plan, an application for approval and
operating funds, a court decree outlini- ng the district's organi-zation,
notes on the history of the district, arid proposed changes
in the official plan.
