was organized in February 1973 by a merger of 28 local Mail Handlers'
unions in Indiana, Ohio, and Kentucky. The purpose of the merger
was to strengthen the collective bargaining power of individual
locals within the three states. Local 304 is governed by a presi-dent,
vice- president, recording secretary, secretary- treasurer, and
one member of the executive board from each local involved in the
establishment of local 304.
Mail. Laborers, non- skilled employees of the U. S. Post Office Depart-ment,
first organized in 1905. The name " laborer" was changed to
" handler" in 1944. Employees of the Mail Handlers' Division merged
nationally with the Laborers' International Union of North America
in 1969. In 1970, the Postal Reorganization Act created the U. S.
Postal Service, and a massive postal strike resulted in the first
federal contract - the National Postal Working Agreement.
